The HR Manager Recruitment and staff development will support in a HR advisory role for the emergency programming across Sudan.
He/she will al lead Recruitment Process , HR strategy, Training plan, Evaluation Process, Employee relations and oversee the onboarding/offboarding process.
Drawing on unique knowledge as people professionals, work closely with managers to help build organizational and people capabilities, ensuring we are legally compliant and supporting the implementation of the People and Organization Strategy.
Objective 1: (Recruitment Mission Focal Point)
- Actively lead recruitment Process, ensuring processes are in line with ACF HR manual and labor law and documentation is maintained and filed.
- Follow up and ensure emergency roles are posted on internal and external platforms at the earliest possible time, support with screening of CV’s, setting up of interviews, participating in the interview selections process and compiling interview documents with panel recommendations.
- Support in strengthening HR systems, policy and practice in key HR areas such as recruitment (surge capacity), induction, training, performance management and staff care
Objective 2: (Training & Development Focal Point)
- Design, implement, and evaluate training programs that align with ACF strategic objectives, promote employee engagement, and support career progression.
- Overseeing the annual evaluation process through the system, ensuring that performance assessments are conducted efficiently and effectively.
- Prepare and update Annual Training Plan, in close collaboration with HR officers in the base, and making sure to follow up the ATP compilation.
- Organize/lead any training issue i.e: organizing internal training when requested
Objective 3: (Onboarding and Offboarding Focal Point)
- Ensures that briefing and debriefing schedules are prepared for all staff, as well as preparing country ‘Welcome Packs’
- Understand ACF’s strategy, direction of travel and employees need to deliver solutions, which help to achieve ACF’s objectives and enable employee happiness and growth.
- Actively support in ensuring effective contract management for all emergency related roles. (New hires contracts, employment expiration dates, notifications to line managers on contract end dates, performance documents.)
- Provide operational HR support with onboarding of new emergency recruits and ensuring that all mandatory training is completed within target timeframes.
- Ensure a proper and standardized exit management process is in place for exciting temporary or project staff
Objective 4: (Team Management)
- Supervise the work of the HR officer
- Provide leadership, technical guidance and support to the HR Team on recruitment, onboarding and training issues.
- Technical capacity building of the HR team within the Country Office
Objective 5: (Reporting and Data Quality)
- Generate HR reports and provide data-driven insights to inform decision-making and improve HR processes.
- Update recruitment Tracking tools on a monthly basis
- Making sure that all people ADS data are completed and updated (recruitment process, Position Status..)
- Support in any HR project assigned by line manager
- Assist in monitoring and reviewing the impact and effectiveness of HR management interventions
- Contract period: 12 months renewable base on Action Against Hunger fund and performances
- Salary/benefits: According to Action Against Hunger's salary scale and terms and conditions.
