Under the supervision of the Logistics Coordinator, the Supply Chain Manager will oversee the procurement activities to ensure efficient and transparent processes, manage supplier relationships, and ensure compliance with organizational policies. This role involves facilitating calls for interest for 2025 to update the supplier roster, enhancing the capacity of field staff through training, and promoting fraud mitigation and awareness among all staff. The position requires significant field travel to provide hands-on support and capacity building.
This role ensures the supply chain effectively supports program implementation while maintaining high standards of accountability, quality control, and operational excellence in a complex humanitarian context.
Objective 1: Supplier Management
- Facilitate the "Call for Interest 2025" process to update and maintain an-up-to-date supplier roster.
- Evaluate and pre-qualify suppliers based on compliance, capacity, and performance.
- Build and sustain long-term relationships with key suppliers. Establish and maintain effective vendor relationships and lead supplier selection and contract negotiations.
- Set up a price catalogue for any markets where this is possible.
Objective 2: Procurement Process
- Ensure procurement activities comply with internal policies and donor requirements.
- Oversee tendering, bid analysis, contract negotiation, and vendor selection processes.
- Maintain accurate procurement records and documentation.
- Ensure timely and cost-effective procurement of goods and services to meet program needs.
- Support the implementation and follow-up of procurement plans for new and ongoing projects.
- Develop and manage, together with the logistics coordination team, all procurement-related tasks for cross-border
- Prepare and analyse, together with the logistics coordination team, the monthly reports of the area of work (procurement follow-up, contracts follow-up, procurement plans, supply situation and major updates, etc.). Ensure the transmission of monthly reports to HQ.
Objective 3: Fraud Mitigation, Risk Management and Compliance
- Lead fraud mitigation training and raise awareness across all staff levels.
- Establish preventive measures to identify and manage procurement-related fraud risks.
- Ensure all supply chain activities comply with organizational policies (AAH’s Good Business Regulations, Code of Conduct and Charter of Principles), donor requirements, and local regulations.
- Identify and mitigate supply chain risks, particularly in volatile and insecure environments.
- Maintain accurate documentation and audit trails for all procurement and logistics activities. Conduct spot checks on the procurement archive to guarantee compliance with AHH’s standards.
Objective 4: Field Support & Travel
- Conduct regular field visits (up to 50% travel) to monitor procurement activities and provide on-ground support.
- Identify operational challenges and implement solutions to enhance procurement efficiency.
Objective 5: Capacity Building & Team Management
- Recruit, train, and mentor supply chain staff, fostering a culture of accountability and continuous improvement.
- Develop and deliver training programs for field staff on procurement procedures, compliance, and best practices.
- Conduct performance appraisals and identify professional development opportunities for team members.
- Take part in and support weekly meetings with the logistics team to share progress and follow-up on supply chain procedures.
- Ensure cohesion and good communication within the department and among all departments involved in the supply chain to any extent.
- Contract period: 12 months renewable base on Action Against Hunger fund and performances
- Salary/benefits: According to Action Against Hunger's salary scale and terms and conditions.
