Action Against Hunger (AAH) is a humanitarian, non-governmental, non-political, non-denominational and non-profit making organization working in the Palestinian Territory since 2002.? 

Action Against Hunger is recruiting in the Gaza Strip a 

                                                                                Human Resources Manager 

For 12 months with the possibility of extension

GENERAL OBJECTIVES: 

  • To support the mission in implementing the current HR policies and package.  

  • To ensure proper compensation and benefits administration, daily worker and staff contracts management, staff development and training, employment policies, personnel record-keeping, workers compensation and medical benefits systems.  

  • The HR Manager will report directly to the Deputy Head of Base (Support) in order to ensure sufficient follow-up. 


Key activities in your role will include

           Staff Management - Implementation of HR policies and Administration  

  • Ensure staff contract management in coordination with line managers and finance. 

  • Ensure People ADS (PADS) is up to date and contains accurate personnel files and contracts documents. 

  • Lead coordination with heads of department on leave and absence tracking. 

  • Ensure the implementation of the daily worker policy and lead collaboration between departments for smooth implementation. 

  • Liaise between the base, coordination with the legal advisor whenever needed. 

  • Ensure staff contract management in coordination with line managers and finance. 

  • Ensure PADS is up to date and contains accurate personnel files and contracts documents. 

  • Lead coordination with heads of department on leave and absence tracking. 

  • Ensure the implementation of the daily worker policy and lead collaboration between departments for smooth implementation. 

  • Liaise between the base, coordination with the legal advisor whenever needed. 


    Pay and Benefits: Implementation of Policies and Payroll Management  

  • Ensure that calculations of end of contract benefits are correctly done before approval by the HR Coordinator to avoid potential labor disputes and/or legal cases. 

  • Ensure the insurance-related procedures are in place. 

  • Monitor the insurance needs to the staff and contribute to the selection of insurance providers for all staff. 

  • Implement the medical benefits policy. 

  • Ensure monthly salary (advance) payments are processed correctly and timely. 

     Performance Management: Implementation of the Appraisal system and support HR coordinator on performance analysis  

  • Implement standardized job description (JD) format. 
  • Train all staff on using the performance appraisal system in PADS. 
  • Train line managers on correct objective setting for their team. 
  • Identify training needs and design the Training Annual plan in coordination with line managers. 
  • Assist line managers to monitor and support cases of low performance.     

    Onboarding and Exit: Managing all the steps  
  • Lead on the implementation of the onboarding process for new hires and an efficient exit procedure. 

  • Ensure all the employees carry out the mandatory trainings in the virtual campus and participate in all induction sessions. 

  • Ensure each employee has an HR file and their information is recorded. 

  • Facilitate setting up exit interviews with the HR Coordinator for all employees leaving the organization. 

    Overall Management of the Base and Reporting 

  • Ensure relevant HR information is shared with all the staff. 

  • Ensure all the new employees are introduced to all the staff. 

  • Organization is correctly informed about all new hires. 

  • Train line managers in HR procedures and assist them with HR related topics. 

  • Contribute to the building and finetuning of the organizational chart of the base. 

  • Analyze the needs of the HR department and propose relevant changes to Deputy Head oBase. 

  • Contribute to proposal development with HR inputs. 

    Support the Recruitment for the base 

  • Collect and ensure validation of Job requests for the base. 

  • Ensure the CV screening for recruitment at base level is done following ACF standards and requirements detailed in JD. 

  • Ensure interviews and (technical) tests are scheduled. 

  • Support the training of line managers to carry out competency-based interviews based on ACF standards. 

  • Calculate or validate job offers before they are issued. 

  • Ensure the provision of input from the base at the recruitment follow-up meetings. 

  • Ensuring the alignment between the recruitment tracker and the HR planner. 

  • Promote ACF policies in all recruitment activities. 

    Manage the HR team in the base 

  • Supervision of HR staff. 

  • Capacity development of the HR team. 

  • Ensure regular information sharing with HR team. 

  • Ensure the leave plan is followed and ensure there is no gap in the department. 

    Security 

  • Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and performs the security management tasks that can be assigned in its protocols. 

  • Communicate with the security managers of the working location any security related information or noncompliance with the security plan. 

    Support humanitarian activities of Action Against Hunger 

  • Support the emergency interventions of the organization as per the employee’s abilities. 

  • Support any activity that helps to reach our humanitarian goals, as per the employees’ abilities. 

  • Promote Gender Balance in teams when recruiting.  


Do you meet the profile required criteria?
  • Bachelor’s degree in HR Management or social sciences, or related discipline preferred. 
  • At least 3 years of professional experience across all HR disciplines, including employment benefits, compensation, employee relations, training and development, workers compensation and conflict resolution. 
  • Ability to communicate and perform within an international and multicultural teamCommunicate effectively, verbally and in writing, to a diverse audience. 
  • Plan, organize and prioritize work. Assign and supervise the work of others. 
  • Demonstrate the highest level of ethical behaviour and possess a work ethic that includes neatness, punctuality and accuracy. 
  • Remain flexible & adapt to changes in work environment 
  • Study and apply new information and take initiatives. 
  • Excellent time-management, problem-prevention and problem-solving skills. 
  • Work accurately with close attention to detail. 
  • Maintain confidentiality of sensitive information. 
  • Possess a work ethic that includes cultural sensitivity, punctuality and accuracy. 
  • Excellent interpersonal skills to facilitate interaction with the workforce. 
  • Basic knowledge of Palestine Labor Law, HR Practices, tax laws is an asset. 
  • Experience working with a diverse workforce. 
  • Demonstrate high level of training skills. 
  • Experience working in emergencies, insecure and sensitive contexts. 
  • Prior NGO experience is a distinct advantage. 
  • Fluency in reading, writing and speaking Arabic and English. 
  • Basic computer skills, including e-mail, word processing and spreadsheets.  
  • Advanced skills on Excelstrong IT (problem-solving) skills.

  • Salary: according to Action Against Hunger salary scale.

For international applicants, we offer a contract of 6 months, with possibility of extension.
