The Safeguarding, Ethics and Complianc Head of Project will lead the implementation, monitoring, and continuous improvement of safeguarding, ethics, and compliance frameworks across our operations in Gaza. Reporting to the Head of Base and collaborating closely with HQ technical experts, this role ensures that Action Against Hunger’s standards are upheld, risks are managed, and programs are delivered safely and ethically to protect the dignity and rights of affected communities and staff alike.


Key activities in your role will include

1. Safeguarding

  • Lead the implementation of Action Against Hunger’s Safeguarding Policy aligned with international best practices.
  • Oversee the Safeguarding Action Plan’s execution, ensuring timely progress tracking and reporting.
  • Serve as the primary focal point for safeguarding concerns, providing guidance on case management, documentation, and response protocols.
  • Develop and coordinate a network of Safeguarding and PSEA focal points at the base level.
  • Conduct safeguarding risk assessments and develop mitigation strategies in collaboration with program teams.
  • Organize and deliver safeguarding training sessions for staff, partners, and daily workers.
  • Represent the organization in external safeguarding working groups, clusters, and trainings.
  • Maintain strong coordination between field operations and HQ safeguarding experts.

2. Ethics & Compliance

  • Support ethical standards implementation and monitoring in procurement, programming, HR, and finance.
  • Lead ethics sensitization and briefing sessions for staff, partners, and service providers.
  • Develop and follow up on a local Ethics & Compliance action plan with relevant departments.

3. Case Management and Investigations

  • Act as the focal point for sensitive complaints including SEA (Sexual Exploitation and Abuse), fraud, and Code of Conduct violations, adhering to internal protocols.
  • Lead or support confidential investigations in line with ACF’s policies and best practices.
  • Ensure thorough documentation, case tracking, resolution, and follow-up while protecting confidentiality and rights.
  • Strengthen internal reporting mechanisms and liaise with regional and HQ structures.

4. Risk Mitigation and Donor Compliance

  • Support compliance with donor safeguarding requirements (e.g., USAID/BHA, ECHO).
  • Contribute to donor reporting related to safeguarding and risk management.
  • Identify and monitor risks related to ethics and safeguarding gaps or system weaknesses.
  • Work closely with technical teams to mainstream safeguarding across program cycles.

5. Capacity Building & Coordination

  • Deliver regular training on safeguarding, ethics, and compliance to staff and project heads.
  • Ensure PSEA focal points receive appropriate training and support.
  • Organize coordination meetings and workshops to promote ethical leadership and accountability culture.
  • Actively participate in inter-agency safeguarding and PSEA forums at the field or national levels.

 


Do you meet the profile required criteria?
  • Fluent in English and Arabic (spoken and written) — Arabic language proficiency is mandatory.
  • Proven experience (minimum 3-5 years) in safeguarding, ethics, compliance, or related roles within humanitarian or international NGOs.
  • In-depth knowledge of safeguarding policies, international standards, and donor compliance requirements (e.g., USAID, ECHO).
  • Demonstrated ability to manage sensitive complaints and lead confidential investigations with professionalism and strict confidentiality.
  • Strong communication and training skills, with experience delivering safeguarding and ethics training to diverse audiences.
  • Excellent coordination skills to effectively liaise with field teams, headquarters, partners, and external networks.
  • Strong organizational skills with the ability to manage multiple priorities and meet deadlines.
  • High ethical standards and a commitment to fostering a safe, respectful, and inclusive work environment.

  • Contract Length: 6 months with possibility of extension. 

  • Base: Gaza Strip. 

  • Salary: According to Action Against Hunger Salary scale. 

  • Difficult context allowance: As per Action Against Hunger policy and this plus is reviewable throughout the contract based on the applicable risk analysis

  • Breaks: Per Diem of the break covered by the organization (depending on the number / year of breaks determined by the mission) and ticket allowance for each break. 

  • Assistance for vacation return: provided that the expatriate has been on a mission for more than 1 year and committed to another year. 

  • Return Flight to place of residence as long as the expatriate has been on a mission for more than 1 year and has committed to another year. 

  • Refund of all costs related to departure on assignment (visas, Vaccinations,) 

  • Accommodation in guest house or payment of an allowance covering partially an individual rent. Return ticket to the mission. 

  • Adapted professional career where talent and motivation are recognized. Continuous training in both technical skills and competencies. 

  • 25 days paid leave per year.
