Safeguarding, Ethics, and Compliance (SEC) Head of Project
For 6 months with possibility of extension based on fund.
GENERAL OBJECTIVES
Reporting to the Head of Base and working closely with technical specialists, including the Safeguarding expert at HQ, the SEC Head of Project is responsible for leading the implementation, monitoring, and improvement of safeguarding, ethics, and compliance frameworks across all operations in Gaza. This position plays a critical role in ensuring that ACF’s standards are upheld, risks are identified and addressed, and that programs are delivered in a way that protects the dignity, safety, and rights of affected populations, as well as fostering a safe and respectful environment for staff.
Objective 1: Safeguarding
Lead the implementation of ACF's Safeguarding Policy and ensure alignment with international best practices.
Apply and follow up on the Safeguarding Action Plan in a timely and structured manner, ensuring progress is tracked and reported.
Act as the focal point for all safeguarding concerns, providing guidance and oversight on case handling, documentation, and response protocols.
Support the identification, development, and coordination of a functional network of Safeguarding and PSEA focal points at base level.
Conduct regular safeguarding risk assessments and develop mitigation plans in coordination with program teams.
Organize and deliver training sessions for staff, partners, and daily workers on safeguarding principles and reporting mechanisms.
Participate to external working group, cluster, meeting and training sessions and timely
Assuring coordination between field and HQ via safeguarding expert is properly established and maintained.
Objective 2: Ethics & Compliance
Support the implementation and monitoring of ethical standards within procurement, programming, HR, and finance activities.
Lead sensitization activities and ethics briefings for all relevant stakeholders, including local partners and service providers.
Develop and follow up on a local Ethics & Compliance action plan in coordination with relevant departments.
Objective 3: Case Management and Investigations
Act as the primary focal point for sensitive complaints, including SEA, fraud, and Code of Conduct violations, following internal protocols.
Support and/or lead confidential investigations following ACF’s internal procedures and best practices.
Ensure timely, well-documented case tracking, resolution, and follow-up, protecting the rights of all parties.
Strengthen internal reporting mechanisms and coordinate with relevant regional and HQ structures.
Objective 4: Risk Mitigation and Donor Compliance
Support compliance with donor safeguarding requirements (e.g., USAID/BHA, ECHO).
Contribute to donor reporting on safeguarding and risk management.
Identify and monitor risks related to ethical behavior, safeguarding gaps, or system weaknesses.
Collaborate with technical departments to ensure that safeguarding is mainstreamed across the program cycle.
Objective 5: Capacity Building & Internal and external Coordination
Deliver regular training sessions to staff and Head of Projects on safeguarding, ethics, and compliance-related themes.
Ensuring PSEA focal points are properly trained.
Organize coordination meetings or workshops to strengthen ethical leadership and accountability culture.
Actively engage in inter-agency safeguarding and PSEA coordination forums at field or national levels.
Preferred\ Advanced degree in Social Sciences, International Law, Human Rights, Humanitarian Affairs, gender or related field.
Certification or formal training in Safeguarding, Protection from Sexual Exploitation and Abuse (PSEA), ethics, compliance, or investigations is a strong asset.
In-depth understanding of safeguarding standards, PSEA, child protection, and humanitarian accountability frameworks.
Strong knowledge of investigation protocols, case management procedures, and whistleblower protection.
Understanding gender-based violence and power imbalances.
Preferred\ Familiarity with compliance requirements from key donors (e.g., USAID/BHA, ECHO, UN agencies).
Solid knowledge of risk mitigation strategies in emergency and conflict settings.
At least 2 years in a similar role or relevant experience.
Working in INGO or UN agency is preferred.
Proven experience setting up safeguarding and compliance systems.
Community engagement position / Training role is a plus.
Experience working with victims of abuse.
Strong understanding of humanitarian principles, Core Humanitarian Standard (CHS), Do No Harm, and accountability to affected populations (AAP) and power imbalances.
Excellent organizational skills, including time and stress management.
Ability to be flexible and work well under pressure in a fast-paced multi-tasking environment. Excellent communication and coordination skills
Excellent working knowledge of English and Arabic is required.
MS Word, Excel, PowerPoint, and email/internet software.
Valuable prior experience in issues related to the promotion of gender equality or personal commitment to gender equality.
