The Deputy MEAL Coordinator will be responsible for supporting the MEAL Coordinator to carry out monitoring, evaluation, accountability and learning initiatives, programs and projects, both new and established, providing accountability and ensuring efficiency in project deliverables. The Deputy MEAL Co will be responsible for ensuring the MEAL teams are implementing an effective system to monitor progress, outcomes, impacts and successes of project activities and performance at all levels. Under the oversight of the MEAL Coordinator, the Deputy MEAL Coordinator will act as Technical Advisor for field level MEAL implementation.


Key activities in your role will include

Objective 1: Support the MEAL Coordinator in providing technical oversight for Action Against Hunger’s

monitoring, evaluation, accountability and learning activities in Sudan.

  • Support the MEAL Coordinator in ensuring appropriate and rigorous MEAL systems are developed
  • to guide project start-up, implementation, adjustment, accountability and learning in compliance with
  • ACF’s M&E Guidelines and Minimum Requirements for MEAL
  • Ensure systemized data collection mobile data collection systems and other technologies to
  • strengthen monitoring and reporting of activities
  • Review and validate the ToRs and data collection tools for baseline surveys, needs assessments, midterm and end of project reviews/evaluations
  • Coordinate with field teams during preparation of comprehensive MEAL plans for each project to
  • capture quantitative and qualitative data for project performance tracking and reporting
  • Undertake periodic visits to the field to support implementation of MEAL and to identify milestones
  • and challenges where adaptations might be needed
  • Support field nutrition, FSL and WASH teams to design the framework for the physical and process
  • monitoring of project activities
  • Provide feedback to program and operational reporting templates that facilitate the timely and
  • accurate acquisition, aggregation and analysis of information in programs

Objective 2: Strengthen the capacity of MEAL staff through targeted trainings, mentorship, and coaching

  • to ensure quality and consistency in all monitoring and evaluation processes.
  • To support MEAL Coordinator to build capacity of staff on the logical framework, MEAL plans, donor
  • M&E guidelines and data gathering, data management, data analysis and reporting to enhance
  • results?based management
  • On the job training to staff in activity planning, Monitoring, Evaluation, Accountability, Learning and
  • Information Management systems
  • Support MEAL Coordinator to build the capacity of MEAL staff to analyze & disseminate data and
  • conduct data quality audits
  •  Support program staff to conceptualize the use of MIS data to influence programmatic decisions

Objective 3: Ensure effective documentation, learning, and reporting of project activities across the

mission to foster continuous improvement and accountability.

  • Support the MEAL Coordinator in providing feedback to senior management team on standard
  • indicators for nutrition, WASH sector while comparing across bases
  • Support the MEAL Coordinator in collaboration with technical team to organize and coordinate midterm reviews, learning workshops/review of program work plans across sectors at field level and
  • other stakeholders
  • Review documentation of project activities with clear articulation of lessons learned case studies and
  • short articles for each project for internal and external sharing
  • Manage centralized information database (Project ADS and ActivityInfo) by regularly updating
  • contextual information dashboard with current, explicit data and statistics to support during regional
  • situational analysis, program updates, concepts and proposal development
  • With support from the MEAL Coordinator, institutionalize and document the tracking and
  • implementation of lessons learnt and recommendations from all assessments conducted

Objective 4: Contribute to program quality and reporting and ensure the efficient management of MEAL

resources, including human resources, finance, and assets.

  • To represent ACF at national level and where appropriate, cluster, working groups, workshops and
  • strategic think tanks related to the department.
  • To proactively collaborate with national authorities, ACF counterparts and staff, partner agencies
  • and consortia/alliances/partnerships
  • To ensure coherent and correct application of ACF guidelines and policies within the M&E
  • department and across the organization.
  • Support MEAL Coordinator in contributing to the project and ISP reporting and carry out any other
  • tasks/function assigned by the supervisor.

Objective 5: Represent Action Against Hunger MEAL Department at the national level, promoting the

  • organization’s technical perspectives, standards, and methodologies.
  • To represent ACF at state level and where appropriate, cluster, working groups, workshops and
  • strategic think tanks related to the department.
  • To proactively collaborate with national authorities, ACF counterparts and staff, partner agencies
  • and consortia/alliances/partnerships;
  • To ensure coherent and correct application of ACF guidelines and policies within the MEAL
  • department and across the organization.

Do you meet the profile required criteria?
  • Minimum of bachelor’s degree (master’s degree preferred) in Economics, Social Sciences, Business, Administration, Statistics,
  • Demography or related subject, with previous experience working in humanitarian projects, with at least 5 years of
  • progressive relevant experience
  • Previous field experience in assessments, data gathering, interviews, information triangulation/verification, and report
  • writing.
  • Strong communication skills to interact with both vulnerable population and key stakeholders
  • Minimum of 5 years of previous related experience working with INGOs covering multi-sectorial programming, in the domain of MEAL
  • Humanitarian sector knowledge: ESSENTIALS
  • Proven management and coordination skills (HR, projects, and stress management)
  • Knowledge and experience in qualitative and quantitative data management techniques including proficient and skillful use of
  • Microsoft Office package, SPSS, STATA, EXCEL, Epi-info software’s
  • Excellent written and spoken English, including the ability to write clear and engaging reports
  • Advanced knowledge of international humanitarian guidelines and standards including those of donors
  • Ability to work in a multi-cultural, multi-ethnic environment with respect for diversity
  • Ability to work independently and under pressure in a rapidly changing professional environment
  • Diplomacy and good interpersonal skills, with the ability to remain calm under pressure and not lose sight of strategic priorities
  • Familiarity with institutional donors (SIDA, GAC, GFFO, ECHO, BHA, SDC), financial institutions (AFD, World Bank) and other
  • specifics donors (CDCS, UN Agencies), reporting and regulations
  • Experience with cash transfers programming Understanding of Social Behavior Change and Nutrition sensitive programming
  • IT systems: Microsoft Word, Excel, and PowerPoint
  • Experience with PowerBI and/or other data management, analysis, and visualization software is a plus
  • Experience with GIS software such as QGIS is a plus
  • Mobility (national/ international) Yes, within and outside the mission

Our remuneration package:
  • Contract period: 12 months renewable base on Action Against Hunger fund and performances
  • Salary/benefits: According to Action Against Hunger's salary scale and terms and conditions.
  • Based in: Port Sudan
  • Line manager: MEAL Coordinator.
