Action Against Hunger – Spain, as part of the Action Against Hunger International network, is an international non-governmental, private, apolitical, non-confessional and non-profit organisation. Action Against Hunger is an international humanitarian organization that fights hunger and its root causes worldwide. Founded in France in 1979 and with 40+ years of experience in conflict zones, natural disasters and response to food crises, Action Against Hunger is one of the most important international organizations specialized in addressing hunger and its underlying causes. About 500 expatriate and more than 5,000 national employees are working in the International Network in more than forty-six countries. 

Action Against Hunger has been operating in the South Caucasus region since 1994 and its current programmes focus on the following areas: Food Security, Livelihoods, Agriculture, Economic and Rural Development. Currently Action Against Hunger (AAH) South Caucasus has an opening for a full-time position for a Head of Base in Abkhazia.


Key activities in your role will include

Objective 1: General management of Abkhazia base

  • Ensure strong organization and internal communication within the base;
  • Oversee the implementation of Action Against Hunger logistical and administrative procedures together with Base Admin/Finance Officer and Base Logistician in coordination with Logistics and Finance Coordinators;
  • Review documentation and authorize financial transactions of the base (includes authorization of bank transfers, cash advances, payment of taxes and social benefits);
  • Provide financial and administration support to project teams and assist with budgetary oversight and forecasting;
  • Implement HR rules and regulations with the base and ensure that AAH Internal Regulations are followed;
  • Define and implement the Security Plan under supervision of the Logistics Coordinator and Regional Director;
  • Train staff and ensure their respect of safety and security rules;
  • Communicate and report security incidents in line with AAH security procedures;
  • Regular coordination with the Coordination Team on all matters described above.

 Objective 2: Supervision of staff: Management of senior project, administration and logistics staff

  • Recruit and train the project, MEAL, logistic & administrative staff members with the support of the HR Manager and relevant Coordination Team staff members;
  • Assist with the preparation of staff employment contracts and job descriptions;
  • Supervise and evaluate project, logistical and administrative staff;
  • Support the development of the training needs;
  • Provide daily management support to senior project, administration and logistics staff;
  • Respect AAH rules and policies for management and administrative procedure and ensure that Abkhazia staff follow them.

Objective 3: Participation in project/program design and project implementation

  • Support the Technical Coordinator, M&E Manager and project teams in collecting and analyzing information on the needs of the vulnerable populations and potential areas of intervention for AAH;
  • Support the Technical Coordinator and project teams in the elaboration of new proposals for the area of responsibility and assist in proposing new programmatic directions;
  • Support the project teams in defining implementation methodologies and modalities of new projects/programmes (identification and registration of beneficiaries, interventions, monitoring, etc.) in collaboration with the Technical Coordinator and M&E Manager;
  • Support the AAH and partner project teams in ensuring that the financial and logistical management of the projects adheres to AAH and donor regulations;
  • Review, approve and authorize all project related supply, service and work contracts;
  • Conduct periodic field monitoring;
  • If necessary be involved in follow up Beneficiary Feedback;
  • Prepare interim and final donor reports;
  • Ensure coherence and synergy across various AAH projects;
  • Contribute to overall positioning and strategic planning for AAH in Abkhazia in collaboration with the Technical Coordinator and Regional Director.

Objective 4: Representation of the organization in area of responsibility 

  • Coordinate and represent AAH with local/internation NGOs, authorities and other stakeholders working in the area of responsibility in coordination with Regional Director;
  • In collaboration with project teams ensure reporting to authorities or external partners when necessary;
  • Report to Regional Director and Technical Coordinator on all contracts developed and meeting held with stakeholders;
  • Maintain continuous supervision of cash flow;
  • Define treasury flow within the mission and ensure distribution of cash over the bases;
  • Prepare treasury advance needs for unsigned contracts in coordination with HoB/PM and inform HQ.

       Objective 5: Positioning and strategy planning

  • Improving the mission’s knowledge of the region and positioning of the organization in the intervention areas;
  • Analyze and report on the socio-political context/development;
  • Participate in information exchange and negotiation with stakeholders, etc.;
  • Assess the pertinence and feasibility of other interventions in the area and assisting in proposal preparation;
  • Support the process of defining and dissemination of the mission strategy in coordination with the Regional Director and Coordination team.

      Objective 6: Facilitate the implementation of the PSEA project at mission level

  • Provide support to the Regional Director in implementing the Safeguarding (SG) policy across the mission, ensuring alignment with organizational standards and practices;
  • Work closely with the Regional Director and mission PSEA leads to develop, implement, and regularly review the mission’s PSEA action plan;
  • Contribute to the contextualization and localization of SG guidelines, action plans, training materials, and other relevant documents for the mission;
  • Collaborate with the Senior SG Advisor to ensure technical support is available for adapting these materials in line with local contexts and specific needs;
  • Facilitate the proper channeling of SG-related complaints through established procedures, ensuring that all reports are treated with confidentiality, respect, and urgency;
  • Promote a survivor-centered approach in responding to complaints, ensuring that the needs and rights of survivors are prioritized throughout the process.

Do you meet the profile required criteria?
  • University degree or technical diploma in a relevant field;
  • Strong understanding and knowledge of socio-economic development programming;
  • Experience in developing new programmes;
  • Proposal and report writing skills;
  • Experience in networking and communicating with government agencies, donors and project stakeholders;
  • Operations management skills;
  • Strong context analysis skills;
  • Ability to organize, support and motivate the project team;
  • Excellent diplomatic, communication and negotiation skills;
  • Good human relations, leadership, organizational and facilitation skills;
  • Experience working in conflict sensitive environment preferred;
  • Experience in a similar context, preferably with International organizations is an asset;
  • Experience in implementing grant programmes is an asset;
  • Excellent planning and organizational skills, attention to details;
  • Fluent in English; Knowledge of Russian is an asset;
  • Proficiency in Microsoft Office;
  • Team player with sense of professionalism and loyalty to organization;
  • Demonstrate value driven attitude and integrity towards his/her professional duties;
  • Ability to effectively and professionally communicate with donors and other relevant stakeholders; 
  • Demonstrate commitment towards gender equality issues;
  • Motivated by humanitarian aims and be flexible with respect to working hours and place of work.

Our remuneration package:
  • Based in Sukhumi with regular field trips to Gali and other project locations;
  • 40 hours working week; overtime required occasionally;
  • Health insurance;
  • Remuneration according to AAH compensation grid; 
  • Contract according to Labor Code.
