The FSL Program Manager will lead the effective implementation of Food Security and Livelihoods interventions, including Cash and Voucher Assistance (CVA), agriculture, income-generating activities (IGAs), and Disaster Risk Reduction/Management (DRR/DRM), across refugee, internally displaced (IDP), and host communities. These interventions are delivered in close collaboration with local implementing partners. The FSL Programe Manager will serve as the direct line manager for FSL Officers across all bases and will provide technical guidance, capacity building, and oversight to both ACF and partner organization staff to ensure timely, quality implementation of FSL activities. This role includes representation of ACF in relevant coordination platforms, including the FSL Cluster, Cash Working Group, and engagements with key government ministries and departments at both federal and state levels.
Additionally, the FSL Programe Manager will support ongoing contextual analysis and play a key role in the development of high-quality proposals, concept notes, and strategic inputs, in close coordination with the FSL Coordinator and other sectors including Nutrition and Health, WASH, Advocacy, Gender, and Protection.
Objective 1: Contribute Analysis and follow up the evolution of the food insecurity, market functionality and access in Sudan especially in the intervene areas of FSL
- Contribute ongoing context analysis in ACF geographical states in Sudan.
- Participate in collection and analysis of information on access to food security and livelihood as well as coping mechanism defined and adopted by the population.
- Give information to the technical FSL Coordinator/FSL Technical advisor (HQ) in Sudan on the impact of living conditions on the population.
- Participate to the analysis of the population movements and situation to ensure an efficient response to needs.
- Liaise with MEAL team and other actors on the ground to gather information related to FSL indicators and provide recommendations.
- Participate in the organization of food security assessments, market surveys and evaluations when needed
- Prepare TOR and provide due support and/or participate in any external/internal assessments within the programme geographic area if needed.
- Support for designing tools for FSL survey or assessments, facilitate staff orientation on data collection, data compilation, analysis, and report development.
- Define and suggest innovative e-voucher and cash transfer modalities considering the market dynamics and challenging context evolution.
Objective 2: Launch, manage and implementation of Food Security and Livelihoods programs including emergencies response in the specific state
- Develop the detail implementation Plan (DIP) in a participatory method.
- Liaise with various stakeholders and partners for implementation of programme activities
- Ensure timely and efficient implementation of CVA project, agriculture, IGAs, and DRR/M activities under guidance of the FSL Coordinator
- Planning and implementation of emergency response after any disaster hit
- Support FSL Coordinator in development of project follow-up and supervision tools and apply the project’s follow-up and supervision tools
- Supervise the beneficiary’s selection process by the local partner and participate in the selection process and establishment of a beneficiary’s data base system.
- Identify and inform the FSL Coordinator of any problems or constraints and propose solutions or improvements for the smooth running of the project.
- Coordinate the filed activities and provide technical support to the local partner’s staff in the field.
- Liaison with government service providers and facilitate the partnership with the local partner at state level.
- Translate the documents and dissemination of information to the team and other stakeholders.
- Document project activities Preparation and dissemination of information enabling visibility on key documents, key people or key institutions
- Participate in emergency response if any kind of disaster and or crisis occurred
Objective 3: Build capacity of local partner staffs for smooth implementation of FSL project.
- Organize orientation program for newly recruited project staffs to familiarize them with project objectives and activities.
- Conduct training needs assessment of the local implementing partner and Identify strengths and weaknesses of staffs and initiate on job coaching or mentoring for improvement of the local implementing partner during project implementation
- Assign task to the project staff in guidance of the FSL Coordinator/FSL Technical advisor (HQ) according to their potentials
- Plan and implement appropriate training curriculum for staffs and facilitate/ execute the training program.
- Define objectives for each staff member to reach his/her full potential and achieve the objectives of the program
- Develop Detail implementation Plan (DIP), Project Partner Agreement (PPA) for local partners as when necessary.
- Participate in the assessment of the local partners regarding programming whenever needed.
- Development of tools for training follow-up and carry out supportive follow-up and supervision with constructive feedback.
Objective 4: Develop the beneficiary Targeting criteria and data base of FSL project including CVA
- Support developing the beneficiary’s selection criteria and facilitate and guide project team as well as Local Partner’s project team.
- Support developing or modifying the beneficiary targeting guideline and targeting tools
- Define the number of the beneficiaries in each specific catchment areas of state in collaboration with FSL Coordinator, MEAL team and nutrition department.
- Organize orientation course for the staff members on beneficiary targeting process.
- Develop and preserve a disaggregated beneficiary database (number of PLW – number of pregnant and number of lactating mothers, number of children under 5 years) for the project in line with the donor’s guideline.
- Update the project database in regular and timely manner and keep project management updated about the number of beneficiaries
Objective 5: Set up monitoring mechanism for the FSL project and regular feedback to management for decision-making.
- Develop a monitoring framework for various projects in collaboration with MEAL team and under guidance of FSL Coordinator.
- Develop and set necessary monitoring tools to collect information in line with the FSL pillars and core indicators with guidance of technical support from FSL Coordinator
- Design a monitoring plan and ensure the regular monitoring based on the plan – for example, PDM, FS surveillance etc.
- Develop and apply project follow-up and supervision tools and ensure that project activities are in right track to meet performance indicators
- Develop different monitoring tools (baseline & end line survey, post distribution monitoring (PDM) and assist in organising and conducting baseline & end line survey.
- Capacity building of local partners (if there is any) for using of different monitoring tools
- Establish a system for identifying problems and guide the project staffs to get the problems solved
- Frequent field visits, interviews with beneficiaries and feedback to the team about quality and effectiveness of the program and diffusion to external stakeholders
- Coordinate the day-to-day operations of the project with regular field monitoring to ensure programme quality.
- Regular monitoring and follow-up the project’s progress.
Objective 6: Take care of and support the logistical, Human resource and financial management aspects to ensure the smooth implementation of the program
- Ensure the project team follows the logistic procedures, timely order, procurement, technical specification of items and supply plan for the programme.
- Identify the needs and arrange staff orientation on logistics, HR and finance procedures
- Determine change in staffing needs and assist staff recruitment and HR process as per established HR policies.
- Prepare monthly financial projections (treasury forecast) and share the same in good time with the respective authorities/finance department
- Manage activity budgets, control expenditures and report on the same to the respective authorities.
Objective 7: Support for internal and external coordination and networking
- Contribute to improving and strengthening of ties amongst different local and international stakeholders and ensure Proper communication between the stakeholders and the local NGO in the field
- Participate in internal and external coordination meetings with food security clusters, CWGs and other actors at state level (ensure minutes of meetings when necessary) and providing back briefs as needed.
- Organization of forum meetings facilitating and supporting interaction between different stakeholders
- Support to coordination, liaison and establish network/linkage with government stakeholders, non-government agencies, line ministries and other private institutions related to the project working in the areas of specific states.
- Maintain good contacts with relevant NGOs and local authorities
- Ensure the reporting to authorities or external partners the project objectives and achievements when necessary
Mission 8: Documentation and ensure timely reporting
- Report writing on specific topics such as monthly activity progress report (APR) including objectives for the next month, oral or written briefing or reports on specific topics whenever required by FSL Coordinator/FSL Technical advisor (HQ) etc.
- Periodically prepare internal reports about the progress of the project
- Draft donor reports (intermediary and final) and other reports (monitoring, capitalization, case study etc.) whenever required.
- Participate and contribute to proposal and concept note writing whenever required.
