Objective 1 : Program Management (30%)

  • Ensure effective day-to-day operational management of field activities, ensuring adherence to program tools, logistics, communications, transport, HR, and finance procedures.
  • Coordinate closely with technical teams to support the implementation and monitoring of projects in line with organizational standards.
  • Participate in field assessments, monitoring visits, and evaluations to inform program planning and quality improvement.
  • Maintain accurate and timely documentation of project implementation, including internal reports and meeting minutes.
  • Support the preparation of internal reports and inputs for donor reporting, in coordination with technical and support teams.
  • Monitor progress toward project objectives and outputs and support field teams in identifying and addressing implementation challenges.
  • Collaborate with key staff to set monthly goals and review progress regularly.

Objective 2 : Human Resources Management & Capacity Building (20%)

  • Ensure adherence to Action Against Hunger’s internal regulations, procedures, and ethical principles by all field staff.
  • Supervise and support project and support staff at the field level, conducting regular performance evaluations using standard tools.
  • Identify capacity-building needs and support the implementation of relevant training and coaching activities in coordination with the HR department and technical coordinators.
  • Contribute to the development of a positive team environment that promotes learning, accountability, and staff well-being.
  • Support the onboarding and integration of new staff at the field level.
  • Promote gender balance and inclusive practices in team management and recruitment processes.

Objective 3 : Ensure effective intra-base and external coordination (10%)

  • Coordinate regular planning and review meetings with field staff to ensure alignment across technical and support teams.
  • Promote effective communication and collaboration between departments to support smooth program implementation.
  • Monitor administrative and financial processes at the field level in coordination with the base administrator, ensuring compliance with procedures.
  • Represent the organization in local coordination meetings and maintain constructive relationships with local authorities, partners, and community stakeholders.
  • Support the Head of Base in identifying local partnership opportunities and assessing partner capacity when needed.
  • Contribute to the collection of field-level inputs for proposal development and reporting, in collaboration with technical and support teams.
  • Ensure that lessons learned and outcomes from field activities are documented and shared internally and with relevant local stakeholders.
  • Participate in sector coordination mechanisms at the local level, particularly in WASH, Shelter, Nutrition, and PSS.

Objective 4 : Logistics and Administration (20%)

  • Monitor the implementation of logistics, administrative, and financial procedures at the field level, ensuring compliance with Action Against Hunger’s standards and tools.
  • Support the application of logistics policies and practices as outlined in the Logistics Kit, in coordination with the logistics and admin teams.
  • Supervise the timely submission of monthly logistics and administrative reports, including accountancy and procurement documentation.
  • Collaborate with the base administrator to ensure accurate tracking of expenses and identify opportunities for cost-efficiency.
  • Participate in budget monitoring and financial planning discussions at the field level, providing inputs to the Head of Base and admin team.
  • Ensure that all administrative and financial activities in the field office are conducted transparently and in line with mission-level procedures.
  • Maintain regular communication with the Administration Coordinator on key financial and administrative matters.

Objective 5: Security Management (20%) 

  • Monitor the local security context through regular collection and analysis of field-level information.
  • Identify potential security risks and support the implementation of mitigation measures in coordination with the Head of Base and Logistics Coordinator.
  • Ensure compliance with Action Against Hunger’s security procedures and guidelines among field staff.
  • Promote awareness of the organization’s security management system and ensure staff adherence to safety protocols.
  • Report security incidents and updates to the Logistics Coordinator and Head of Base as required.
  • Participate in security briefings and contribute to field-level updates to the security plan when requested.

Objective 6 : Support humanitarian activities of Action Against Hunger

  • Support emergency interventions and rapid response activities in line with the Field Manager’s capacity and availability.
  • Contribute to any field-level activity that advances the organization’s humanitarian objectives.
  • Promote gender balance and inclusivity in recruitment and team composition at the field level.

Objective 7 : Gender & Safeguarding

  • Foster a safe, respectful, and equitable working environment by applying Action Against Hunger’s gender policy and anti-harassment protocols.
  • Ensure awareness and compliance with safeguarding policies among field staff and partners.
  • Report any safeguarding concerns in accordance with organizational procedures.

Do you meet the profile required criteria?
  • Bachelor’s degree in Economics, Sociology, International Development, Political Science, or a related field. A Master’s degree is an asset.
  • Minimum of 3 years of experience in the humanitarian or development sector, preferably in project implementation or coordination roles. Familiarity with project cycle management, basic finance and budgeting, logistics, and team supervision. Experience in training and capacity building is desirable.
  • At least 3 years of field experience with NGOs, including 1–2 years in a supervisory or managerial role. Experience in multi-sectoral programming and coordination with support departments is preferred.
  • English: Required. Strong written and verbal communication skills Arabic: Required.
  • Proficiency in Microsoft Word, Excel, and PowerPoint. Familiarity with digital communication and reporting tools is an asset.
