Humanitarian Access & Security officer
For a period of 12 months with possibility of extension
General Objective:
Under the direct supervision of the Head of Base (HoB) and in close coordination with the Area Managers and Logistics Manager, the Humanitarian Access and Security Officer will support the day-to-day management of safety, security, and access for ACF operations in the West Bank. The role aims to ensure the safe and timely delivery of humanitarian assistance by actively contributing to risk analysis, mitigation measures, and security protocols. The Officer will work closely with internal departments and liaise with relevant external stakeholders to safeguard ACF staff, partners, assets, and operations.
Key Activities:
Objective 1: Monitor, Analyze, and Disseminate Context and Security Information (30%)
Tasks :
- Monitor and document daily security developments across the West Bank (including Area C, refugee camps, and key hotspots) using a variety of sources such as field observations/feedback, coordination platforms, media, community focal points, and security networks.
- Establish and maintain an updated network of local and international contacts for understanding security situation and facilitate access for ACF staff and implementation of its programs. —including INGOs, LNGOs, humanitarian clusters, UN agencies, community leaders, PA authorities, and civil society actors in the North, Middle, and South areas of the WB.
- Support the Head of Base in evaluating, reviewing and updating the West Bank security management plan on a regular basis.
- Regularly contribute to the analysis of the evolving operational environment. Propose adjustments to ACF’s risk analysis, local SOPs (LSOPs), and program implementation procedures accordingly.
- Report and manage field security incidents including investigation of any breaches affecting staff, operations, or premises.
- Collect, adapt, have validation and disseminate externally produced security information to the relevant staff in the base.
- produce regular internal security analysis notes and alerts to anticipate potential developments and assess their impact on ACF programming (e.g., camp invasions, large-scale demolitions, or closures of access roads).
- Lead and produce internal security analysis document about possible context development and impact on ACF operations (contingency plans etc)
Objective 2: Provide Operational Support with Project Security Management and Staff Safety (40%)
Tasks :
- Review, update, and ensure consistent application of security procedures and protocols (LSOPs) in line with the evolving risks in Area C communities, refugee camps, and across active project locations in the North (e.g., Jenin, Tulkarem...), Middle (e.g., Ramallah, Jerusalem..), and South (e.g., Hebron, ..).
- Provide security input in assessments for new intervention areas (especially high-risk areas or newly targeted communities under demolition orders or settler attacks).
- Work closely with Area managers and field teams to address any safety and security concerns and design practical and updated safety procedures related to staff movements, safe routing, checkpoint access planning, and communication protocols, tailored to each geographic area.
- Conduct regular safety audits of ACF offices, guesthouses, and field premises to ensure compliance with security protocols, fire safety, and emergency readiness.
- Track daily field movements; intervene as needed to resolve access issues in collaboration with UNDSS, ASU, and local coordination actors. Maintain updated access tracking systems and response protocols for sudden closures or escalation events.
- Ensure all staff are oriented and compliant with base security procedures. Support the Head of Base in reinforcing these protocols through regular field follow-ups.
- Deliver tailored security and access briefings, workshops, and refreshers for ACF staff and partners—focusing on operating safely in contexts of settler aggression, movement restrictions, or raids in camps.
- Lead incident reporting and analysis through ACF designated platforms. ACF; ensure timely documentation and support in case of threats or incidents involving staff or assets.
- Support the development, updating, and dissemination of West Bank’ Business Continuity Plan (BCP)plans, and evacuation procedures. with a focus on preparedness for sudden escalations, road closures, or forced evacuations.
- Support the Head of Base in developing humanitarian access strategies for North, Middle, and South areas in the WB, ensuring they align with operational needs, security risk thresholds, and community acceptance dynamic.
Objective 3: Lead and Operationalize ACF’s Humanitarian Access Strategy (30%)
Tasks :
- Design and support the implementation of area-specific humanitarian access strategies in collaboration with program and coordination teams, ensuring sensitivity to risks and the context in each zone.
- Humanitarian Access context analysis and follow-up and data collection and monitoring to improve strategic decision-making for the effective and efficient operationalization of the humanitarian response.
- Provide technical advice and support to the Head of Base in key subject areas related to humanitarian access.
- Maintain updated contact lists of key security stakeholders and emergency services.
- Map, plan, and coordinate systemic ongoing engagement with all key stakeholders by respective ACF, as it related to humanitarian access.
Objective 4: Training and capacity building
Tasks:
- In support to the HOB, adjust and deliver training for ACF staff and partners, especially in Arabic, addressing Security and humanitarian access issues.
- Support the HOB to build the capacity and preparedness of staff regarding security-related risks, identified threats, and incidents through the delivery of regular training and briefings to ACF staff
COMPENSATION PACKAGE:
ILS 75031- 86011 gross/ year divided in 12 payments and based on experience. In addition, Action Against Hunger covers food and transportation allowances for a fully worked month.
