Action Against Hunger in Gaza Office Finance department requires financial procedures, guidelines, controls, and national requirements to be implemented accross all its operations.
Effective compliance is required to effectively manage the cash related matters in ACFs office in the Gaza strip, and harmonisation of processes and procedures between departments and finalise the digitalisation of the organisation in finance and admin matters.
The Cashier is responsible for ensuring the proper management, disbursement, and recording of all cash transactions in line with ACF financial procedures and donor requirements. They support the Finance Department in maintaining accurate and timely financial records, ensuring compliance, transparency, and accountability in all financial operations at the Gaza base.
- Objective 1: Cash Management
Tasks
- Maintain accurate petty cash balances and ensure sufficient liquidity for daily operations.
- Disburse cash and process payments in accordance with ACF financial procedures and authorization levels.
- Conduct weekly cash counts and prepare cash reconciliation reports in coordination with the Finance Officer.
- Ensure timely replenishment of cash boxes through proper cash requests to maintain uninterrupted activities.
- Safeguard all cash and ensure that physical balances match accounting records at all times.
- Objective 2: Transaction Recording
Tasks
- Record all financial transactions on a daily basis in the cashbook, ensuring accuracy, completeness, and compliance with ACF accounting rules.
- Assign the correct accounting codes, project codes, and budget lines to each transaction.
- Support the preparation of daily, weekly, and monthly cashbooks for review and validation by the Finance Officer.
- Assist in the preparation of monthly financial reports by providing accurate transaction data and supporting documents.
- Report any discrepancies or anomalies in financial data immediately to the Finance Officer or Base Finance Manager.
- Objective 3: Payment Processing and Documentation
Tasks
- Verify that all supporting documents (purchase requests, orders, delivery notes, invoices, contracts, etc.) are complete and authorized before processing any payment.
- Prepare and label payment vouchers in line with ACF’s internal control procedures.
- Process payments for staff, suppliers, and service providers, ensuring accuracy and timeliness.
- Scan, label, and archive all financial vouchers and supporting documentation (both hard and soft copies) in accordance with ACF’s filing and digital archiving policy.
- Manage staff attendance sheets and timesheet records and ensure proper filing for payroll and audit purposes.
- Objective 4: Compliance and Control
Tasks
- Ensure all financial operations comply with ACF and donor financial guidelines, as well as local laws and regulations.
- Support regular cash verification exercises and participate in internal control checks when requested.
- Maintain confidentiality and integrity in handling financial information and cash operations.
- Immediately report any suspected irregularities, errors, or losses to the line manager.
- Support the Finance Officer and Admin/Finance Coordinator during audits, spot checks, or financial reviews
- Bachelor’s degree in accounting, or similar field of study
- Understanding of basic accounting principles, cash handling procedures, and financial record-keeping is essential for accurate transaction management.
- Minimum of two years of experience in a cashier or similar role, preferably within an NGO setting, demonstrating proven skills in financial operations.
- Familiarity with humanitarian principles and aid operations enhances understanding of ACF's mission and values (desirable).
