Action Against Hunger currently has one Deputy Logistics Manager at its Gaza base—an international staff member responsible for the technical logistics team (including fleet, facilities, IT and energy). This job description outlines a new national Deputy Logistics Manager position, which will initially focus on supply chain management. Over time, the national Deputy Logistics Manager will be trained and mentored by the international counterpart to gradually assume responsibilities for the technical logistics components. This role is part of a strategic transition plan, as the international Deputy Logistics Manager is expected to phase out, leaving the national Deputy Logistics Manager to oversee both supply chain and technical logistics functions.

The general objective of the Deputy Logistics Manager is to

  • Ensure the logistics department effectively contributes to the mission’s programmatic vision and operational strategy.
  • Support the implementation of a performance measurement system to enhance field operations.
  • Strengthen risk analysis and management within logistics operations.
  • Contribute to talent development and retention within the logistics team.
  • Enhance analytical capacity at both field and coordination levels.

Key activities in your role will include

Under the supervision of the Logistics Manager and in close coordination with the Logistics Coordinator (based in Jerusalem), the Deputy Logistics Manager will support the implementation of logistics and procurement policies in the Gaza Strip. Initially focused on supply chain management, the role will progressively expand to include technical logistics (fleet, facilities, ICT, energy, and security) through structured training and mentorship by the International Deputy Logistics Manager. The position aims to ensure efficient, compliant, and timely logistical support to ACF’s programs while building national capacity for future leadership.

Position specific objectives and tasks

 

Objective 1: Strengthen and Oversee Supply Chain Management (Initial Focus)

 

Tasks

1

Ensure compliance with ACF procurement procedures and donor regulations.

Supervise procurement processes, including supplier selection, tendering, and contract management.

Maintain and update the Procurement Follow-Up (PFU) and Supply Plan (SP).

Support local partners in procurement processes and build their capacity.

Monitor market trends and supplier performance to ensure cost-effectiveness and quality.

6

Ensure proper stock management, including storage conditions, inventory control, and reporting.

Objective 2: Support Technical Logistics Operations (Progressive Responsibility)

 

Tasks

1

 

Assist in managing fleet operations, including vehicle planning, fuelling, maintenance, and cost control.

Support premises and facilities management, including maintenance, leasing, and security compliance.

3

Contribute to energy management strategies, including generator and solar system maintenance.

4

Participate in ICT equipment management, ensuring functionality, security, maintenance, and user support.

5

Coordinate with the Head of Guards and Head of Drivers to ensure operational efficiency and safety.

6

Act as a focal point for knowledge transfer from the international Deputy Logistics Manager.

Objective 3: Reporting and Analysis

 

Tasks

1

Prepare monthly logistics reports for the Logistics Manager and Head of Base.

Contribute to the development of analytical tools to assess logistics performance.

Support the Logistics Manager in reporting to HQ and during their absence.

Objective 4: Team Management, Compliance and Capacity Building 

 

Tasks

1

Supervise the Logistics staff under the positions responsibility to ensure effective task execution and adherence to deadlines.

Monitor individual and team performance, providing regular feedback and conducting performance evaluations.

3

Identify capacity gaps and lead training and coaching initiatives to strengthen team competencies in logistics, procurement, and technical areas.

4

Foster a collaborative and respectful team environment that encourages continuous improvement and professional development.

5

Supervise and support the logistics team to ensure effective task execution and adherence to deadlines.

Objective 5: Compliance 

 

Tasks

1

Ensure strict adherence to ACF’s logistics, procurement, and security policies and procedures.

2

Promote a culture of accountability, transparency, and integrity within the logistics team.

3

Implement and monitor anti-corruption measures, ensuring compliance with ACF’s Code of Conduct and zero-tolerance policy on fraud and corruption.

4

Ensure accurate documentation, filing, and data management with strong attention to detail.

 


Do you meet the profile required criteria?

The selected candidate will have the following skills and experience

  • Proven experience in procuement and logistics, with a strong grasp of supply chain systems.
  • Demonstrated ability to manage fleet operations in complex environments
  • High stress resilience and ability to manage mulitple priorities under pressure.
  • Strong problem-solving, planning and innovation skills with a result orientated mindset.

Knowledge and experience required

Education/Training:

University Degree – Advantage if related to Supply Chain, Logistics, Business Administration or equivalent training, e.g MCIPS, CILT.

 

Technical specific knowledge:

  • Strong knowledge of procurement, supply chain management, fleet and facilities management, and inventory control.
  • Skilled in stock management, procurement follow-up, and supply planning.
  • Knowledge of fleet, facilities, energy, and ICT systems management. 
  • Ability to support and eventually lead technical logistics operations including vehicle management, premises maintenance, and energy efficiency.
  • Familiarity energy/resource efficiency.
  • Understanding of donor compliance requirements and humanitarian logistics standards
  • Proficient in procurement planning, supplier management, and compliance with donor and ACF procedures.

Previous experience (years):

Minimum of 4 years’ experience in logistics and procurement, preferably in humanitarian or NGO contexts.

Humanitarian sector knowledge:

 

Knowledge of Humanitarian Supply Chain and Operations an advantage

Organisation knowledge:

Knowledge of ACF Logistics procedures an advantage.

Languages:

Fluent in Arabic and English

IT systems:

 

Strong Knowledge of Windows Domain, Office 365, and IT network maintenance needed. Power BI, Supply Chain information Systems, GIS software is a plus.

Our remuneration package:
  • Based in: Gaza Strip (50% Deir Al Balah/50% Gaza City - subject to change)
  • Salary: Based on Action Against Hunger salary scale.
