Under the supervision of the Logistics Manager, the Deputy Logistics Manager will support the implementation of logistics and procurement policies at the Gaza base. Initially focused on supply chain management, the role will progressively expand to include technical logistics (fleet, facilities, ICT, and energy) through structured training and mentorship by the International Deputy Logistics Manager. The position aims to ensure efficient, compliant, and timely logistical support to ACF’s programs while building national capacity for future leadership.

The general objective of the Deputy Logistics Manager is to

  • Ensure the logistics department effectively contributes to the mission’s programmatic vision and operational strategy.
  • Support the implementation of a performance measurement system to enhance field operations.
  • Strengthen risk analysis and management within logistics operations.
  • Contribute to talent development and retention within the logistics team.
  • Enhance analytical capacity at both field and coordination levels.

Key activities in your role will include

Objective 1: Strengthen and Oversee Supply Chain Management 

 

Tasks

1

Ensure compliance with ACF procurement procedures and donor regulations.

2

Supervise procurement processes, including supplier selection, tendering, and contract management.

Maintain and update the Procurement Follow-Up (PFU) and Supply Plan (SP).

Support local partners in procurement processes and build their capacity.

Monitor market trends and supplier performance to ensure cost-effectiveness and quality.

6

Ensure proper stock management, including storage conditions, inventory control, and reporting.

Objective 2: Strengthen and Oversee Warehouse

1

Supervise the Warehouse Assistant in managing and organizing the reception, storage and dispatch of all supplies at the store

2

Supervise the Warehouse Assistant in Ensuring all requests of stock are sent and delivered to the requesters in a timely manner

3

Ensure and control the quality/quantity of all supplies ordered and delivered.

4

Support the Warehouse Assistant in monitoring the quality of products at the time of reception, in coordination with the program team and pay special attention to expiration date

5

Support the Warehouse Assistant in regularly reporting the weekly and monthly stock situation to the relevant department and logistics manager

6

Facilitate proper tracking of all supplies received and ensure related documents (delivery notes, waybills) are properly filed and copies forwarded to the Procurement team.

Objective 3: Strengthen and Oversee Fleet

Assist in managing fleet operations, including vehicle planning, fuelling, maintenance, and cost control.

Organise weekly drivers meeting every Thursday and share minutes of the meeting with Logistics manager

3

Contribute to energy management strategies, including generator and solar system maintenance.

4

Supervise the Log Assistant in Ensuring that the administrative documents for all vehicles are available, filed and monitored.

5

Coordinate with the Head of Guards and Head of Drivers to ensure operational efficiency and safety.

6

Receive all car incidents reported and prepared by the Log Assistant and share with the Logistics Manager.

7

Supervise the Log Assistant in Organizing the schedule of vehicle movements and drivers at Gaza office.

Objective 4: Reporting and Analysis

1

Collect and analyse monthly data reports for inventory, stocks, running costs of vehicles and generators

2

Complete report documentation for consolidation (CFU, PFU, samples inventory, consumptions grids for vehicles & generators, maintenance follow up, inventory list)

3

Prepare monthly logistics reports for the Logistics Manager and Head of Base.

4

Contribute to the development of analytical tools to assess logistics performance.

5

Support the Logistics Manager in reporting to HQ and during their absence.

6

Give daily report to the Logistics Manager about the progress of the logistics activities

Objective 5: Team Management and Capacity Building 

 

Tasks

1

Supervise the Logistics staff under the positions responsibility to ensure effective task execution and adherence to deadlines.

2

Monitor individual and team performance, providing regular feedback and conducting performance evaluations.

3

Identify capacity gaps and lead training and coaching initiatives to strengthen team competencies in logistics, procurement, and technical areas.

4

Foster a collaborative and respectful team environment that encourages continuous improvement and professional development.

5

Supervise and support the logistics team to ensure effective task execution and adherence to deadlines.

Objective 6: Compliance 

 

Tasks

1

Ensure strict adherence to ACF’s logistics, procurement, and security policies and procedures.

2

Promote a culture of accountability, transparency, and integrity within the logistics team.

3

Implement and monitor anti-corruption measures, ensuring compliance with ACF’s Code of Conduct and zero-tolerance policy on fraud and corruption.

4

Ensure accurate documentation, archiving of procurement files and contracts, and data management with strong attention to detail.

5

Archive all hard copies linked to procurement, organize and classify all the procurement in order to prepare the audit.

Objective 7: Strengthen and Oversee Premises

1

Supervise the Log Assistant in ensuring the staff collective space is in good working condition (tidiness, water, equipment functioning)

Supervise the Log Assistant in ensuring the timely repair whenever needed in the office and guesthouses

3

Supervise the Log Assistant in ensuring regular update of the asset and equipment/furniture’s list at the Guest House and office

4

Ensure proper premises follow-up, prepare the rent renewal files and payment of ACF offices and guesthouses are done on time.

5

Support premises and facilities management, including maintenance, leasing, and security compliance.

6

Ensure daily monitoring of all internet modems and equipment to ensure they are operational and charged.

 

 

Objective 8: Strengthen and Oversee Equipment

1

Supervise the Log Officer in ensuring the ACF equipment are tagged and furniture’s are identified according to ACF procedures.

2

Supervise the Log Officer in ensuring the equipment locations are updated and check the availability of the equipment on a regular basis in all designated places.

3

On a regular basis check that all equipment is working properly (gas cooker, printer, scanner, microwave, refrigerators…)

4

Supervise the Log Officer in ensuring the update of the inventory list and the asset register.

5

Participate in ICT equipment management, ensuring functionality, security, maintenance, and user support.


Do you meet the profile required criteria?

The selected candidate will have the following skills and experience

  • Proven experience in procuement and logistics, with a strong grasp of supply chain systems.
  • Demonstrated ability to manage fleet operations in complex environments
  • High stress resilience and ability to manage mulitple priorities under pressure.
  • Strong problem-solving, planning and innovation skills with a result orientated mindset.

Education/Training:

University Degree – Advantage if related to Supply Chain, Logistics, Business Administration or equivalent training, e.g MCIPS, CILT.

 

Technical specific knowledge:

- Strong knowledge of procurement, supply chain management, fleet and facilities management, and inventory control.

- Skilled in stock management, procurement follow-up, and supply planning.

- Knowledge of fleet, facilities, energy, and ICT systems management. 

- Ability to support and eventually lead technical logistics operations including vehicle management, premises maintenance, and energy efficiency.

- Familiarity energy/resource efficiency.

- Understanding of donor compliance requirements and humanitarian logistics standards

- Proficient in procurement planning, supplier management, and compliance with donor and ACF procedures.

Previous experience (years):

Minimum of 4 years’ experience in logistics and procurement, preferably in humanitarian or NGO contexts.

Humanitarian sector knowledge:

 

Knowledge of Humanitarian Supply Chain and Operations an advantage

Organisation knowledge:

Knowledge of ACF Logistics procedures an advantage.

Languages:

Fluent in Arabic and English

IT systems:

 

Strong Knowledge of Windows Domain, Office 365, and IT network maintenance needed. Power BI, Supply Chain information Systems, GIS software is a plus.

Our remuneration package:
  • Contract Length: 6 months
  • Based in: Gaza Strip.
  • Salary: Based on Action Against Hunger salary scale.
