The Food Security & Livelihoods (FSL) Department of Action Against Hunger (ACF) in Gaza aims to reduce food insecurity, restore livelihoods, and strengthen the resilience of vulnerable populations through integrated humanitarian and early recovery interventions. 

To reinforce the department’s capacity in delivering high-quality livelihood restoration activities, ACF is seeking a skilled and motivated Officer who will play a key role in supporting the revitalization and expansion of income-generating activities (IGAs) across both agri-food and non-food sectors. This includes support to existing and newly established micro-enterprises through tailored assistance, supervision of conditional cash support, collective technical training, and ongoing technical follow-up.


Key activities in your role will include

The FSL Officer supports the effective implementation of ACF’s Food Security & Livelihoods activities with a focus on revitalizing income-generating activities (IGAs) across both agri-food and non-food sectors. The Officer ensures high-quality field implementation, beneficiary engagement, technical follow-up, and coordination with internal departments and external stakeholders to contribute to improved food security, resilience, and livelihood recovery in Gaza. 


Objective 1: Support beneficiary identification, verification, and selection for farmers and IGAs

Tasks 

Conduct outreach, phone verification, and field assessments to confirm eligibility of IGA applicants.

If present, coordinate, lead and mentor daily workers assigned to the activity. 

Develop tailored Bills of Quantities (BoQs) and basic business plans with each IGA beneficiary based on assessed needs.

Ensure all selected beneficiaries understand selection criteria, obligations, and project conditions.

Support the preparation and signing of MoUs with each beneficiary.

Maintain accurate and up-to-date beneficiary databases and documentation archive.

Report selection progress and challenges to the Line Manager.

Ensure all processes are gender-sensitive and inclusive.

Carry out any additional duties related to the project as assigned by the Line Manager, provided they are reasonable and consistent with the role. This includes availability and participation during donor visits, as required.


Objective 2: Provide technical follow-up and coaching to beneficiaries

Tasks

1

Identify technical, operational, or financial challenges faced by IGAs, provide immediate technical guidance where possible, and escalate complex issues to FSL management for further support.

Conduct regular field and remote follow-up visits to verify input utilization, monitor production progress, assess technical gaps, and provide practical recommendations to improve agricultural practices or business performance.

Support the design, organization, logistic preparation, and facilitation of tailored technical trainings for IGAs (e.g., business planning basics, food safety, or equipment handling) based on identified needs.

Document technical progress, production results, success stories, lessons learned, and recurrent technical challenges throughout the implementation cycle to inform program adaptation and learning.

Produce high-quality follow-up and technical reports on beneficiary activities, including visit findings, progress against plans, challenges encountered, actions taken, and recommendations, lessons learned, best practices, and success stories. and submit them in a timely manner to support monitoring, reporting, and decision-making.


Objective 3: Ensure high-quality coordination, communication, and team collaboration

Tasks

Coordinate efficiently with MEAL, Support, Logistics, Finance, and Operations teams.

Foster a positive, supportive environment within the FSL team and contribute to team cohesion.

Supervise FSL daily workers involved in field tasks, ensuring proper guidance and task allocation. and provide coaching, mentoring, and performance evaluations.

Support the preparation of procurement requests and coordinate follow-up with the logistics department for the timely delivery of materials required for the project.


Do you meet the profile required criteria?
  • Technical expertise in micro-enterprise development Strong knowledge in micro-enterprise/IGA development (business planning, BoQs, market assessments, technical coaching).
  • Experience in field implementation and beneficiary support Proven experience in conducting needs assessments, applying scoring systems, and supporting the full beneficiary cycle—from identification and selection (via phone verification and field assessments) to ongoing follow-up, remote and on field. Demonstrated ability to develop tailored BoQs, monitor compliance with conditional cash or input-based support, provide technical guidance through field and remote follow-ups, and contribute to the organization or facilitation of tailored training sessions. Experience engaging directly with vulnerable households, farmers, or small business owners in a structured and supportive manner.
  • Strong coordination, communication, and community engagement skills Demonstrated ability to ensure smooth and proactive coordination with internal departments—particularly MEAL, Support, and Operations—and to foster a positive, collaborative environment within the FSL team. Ability to supervise and guide FSL daily workers in a supportive and motivating manner. Skilled in engaging respectfully and effectively with farmers, IGA owners, beneficiaries, and external stakeholders, adapting communication styles as needed to build trust, encourage participation, and maintain constructive relationships.
  • Commitment to humanitarian principles, accountability, and gender equality
    Demonstrated understanding of AAP, protection, and do-no-harm principles, with a strong personal commitment to gender equality and inclusive programming. Capacity to identify and address gender-related barriers in livelihoods of activities.

Education/Training:

  • At least a Bachelor’s degree in fields related to Agronomy, Business Administration, Development Studies, Economics, or a related discipline. A university degree in a different field may be accepted if complemented by solid, demonstrated experience in business development and income-generating activity (IGA) support. 
  • Additional trainings in livelihoods, value-chain development, cash-based interventions, micro-enterprise support, or food security assessments are an asset.

Technical specific knowledge:

  •  Strong understanding of FSL concepts and programming, including micro-enterprise development (business planning, market assessments, conditional cash support).
  • Proven experience in conducting needs assessments, developing MoUs and Bills of Quantities (BoQs), and providing technical follow-up to income-generating activities (IGAs), including the facilitation of group training and individual coaching.
  • Knowledge in project management, including planning, budgeting, and reporting is an asset.

Previous experience (years):

  • Minimum of 3-5 years of relevant experience
  • Experience working with cooperatives and small-scale IGAs is highly desirable.
  • Experience in project implementation, field monitoring, and beneficiary follow-up within NGOs or humanitarian programs is an asset. 

Humanitarian sector knowledge:

 

  • Previous experience with local NGO and/or INGOs is a must. 

Organisation knowledge:

  • Knowledge of Action Against Hunger’s mandate, programmatic approach, and operational standards is an asset.

Languages:

  • Arabic: Fluent (written and spoken).
  • English: Good command (written and oral) required for reporting, internal communication, and documentation.

IT systems:

 

  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
  • The ability to use digital data collection tools (Kobo) is an asset.
  • Comfortable using online communication tools (Teams, email platforms).

Our remuneration package:
  • Contract Length: 7 months (1st March - 30th  September 2026)
  • Based in: Gaza Strip.
  • Salary: Based on Action Against Hunger salary scale.
  • Action Against Hunger provides food and transportation allowances for a fully worked month.
