Deputy Head of Base for Program
GENERAL OBJECTIVES:
The Deputy Head of Base (Programs) supports the design and implementation of the programmatic strategy by ensuring high-quality needs analysis, integrated multisector response, strong field team management, continuous activity monitoring and MEAL oversight, while contributing to proposals, reports, programmatic tools, and effective coordination with local partners.
Objective 1: Contribute to identify sectoral needs, to design program strategy and operational development:
Lead and coordinate continuous identification of humanitarian needs in the area of intervention through close communication with the Technical Coordinators and support to field teams, and ensure timely submission of analytical reports, in collaboration with the MEAL department.
In collaboration with Head of Base, promote and facilitate the inputs by PMs to elaborate and design the program strategy at base level including appropriate response to people’s needs, geographical coverage, and resources to mobilize.
Contribute to the design of proposals, in collaboration with DCDs, Program coordinator, Head of Base, and G&R Managers.
Objective 2: Support and coordinate PMs to ensure the implementation, monitoring and reporting, and donor compliance of projects:
Planning
Support PMs to develop their project planning tools (PTT, workplans, procurement plans, staffing plans and databases).
Coordinate with MEAL and PMs to plan assessments and define monitoring requirements and indicators calculation methodology.
Implementation
Guide PMs to implement activities in line with log frames, budgets, and donor and AAH procedures, raising implementation challenges in a timely manner to the Grants Team, Deputy Country Director and Head of Base
Facilitate effective coordination with the Support Department to ensure timely procurement, resource availability, and smooth operational delivery. Participate in the Logistic and Finance programmatic meeting.
Provide technical oversight to PMs, supporting improvement of technical tools (BoQs, SOPs, designs) together with Program Coordination.
Monitoring and follow up
Lead systematic monthly follow up of project progress with PMs, helping identify constraints early and adjust plans, accordingly, flagging alerts to Head of Base and coordination when necessary.
Ensure quality monitoring of activities and indicators through coordinated work between PMs and MEAL at base level.
Reporting
Support PMs to prepare in a timely manner donor/internal reports, including project tracking tools, in collaboration with the Grants department
Review and consolidate program reports, providing coaching to PMs on writing, analysis, and data presentation.
Objective 3: Contribute to program quality and accountability processes:
Promote and contribute to learning and program quality improvement, supporting MEAL on organization and conducting lessons learnt exercises for each project.
Ensure effective implementation of complaint and feedback mechanisms (CFM) with MEAL, including adherence to the Complaint Mechanism SOP, timely responses to communities, and proper documentation of feedback and resolutions.
Coordinate with MEAL to ensure accountability commitments (transparency, participation, feedback, safeguarding, and do no harm) are integrated into daily program implementation.
Support PMs to integrate beneficiary participation at all stages of the project cycle management.
Objective 4: Team Management:
Manage directly from the Program managers and the MEAL manager.
Identify gaps in terms of project management knowledge and provide on-job training (including in terms of budget management, report writing, monitoring and evaluation systems, representation, etc.).
Participate in recruitment of its Team and associated Team members if needed.
Undertake timely, fair and qualitative appraisal of its Team, including development plans.
Participate with its team in the disciplinary process if required.
Objective 5: Internal and External Coordination:
Represent AAH in external coordination platforms, such as technical working groups when required to cover for PMs and/or Head of Base.
Represent AAH when engaging with local authorities, in collaboration with the Area Manager and/or Head of Base.
Participate in and/or represent AAH Gaza Office in internal coordination mechanisms at Base, Coordination or HQ level, as requested by the Head of Base and DCD Program.
Initiate regular internal reporting on progress and challenges to the Base & Coordination team.
Objective 6: Partnership Management
Work closely with Deputy Country Director (DCD) and Head of Base to create, review and implement the partnership strategy.
Upon the request of the Head of Base and DCD Program, lead on identifying new partners.
Provide formal and on-the-job capacity building for Partner NGOs in its area of expertise.
Support PMs in their management and monitoring of Partner activities.
Objective 7: Compliance to the ACF Values & Principles, Gender equality, Child protection sensitivity and Safeguarding policies
Ensuring compliance and exhibiting ACF Values i.e; Helping people in need, No-discrimination, Transparency, Neutrality, Independence, and Professionalism.
Read and ensure a full understanding of ACFs Gender, Child Protection and other safeguarding policies.
Implement all work-related activities with a gender, inclusion and child protection lens.
Help build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability.
Bachelor's degree in humanitarian studies, management, data analysis, social sciences or similar fields preferred.
Strong knowledge of project cycle management.
Experience using and implementing project tracking tools.
Strong knowledge of budget management.
At least 2 years of experience in project management, MEAL, grants or similar humanitarian roles.
Experience with reporting, indicators tracking, or monitoring systems.
Experience in proposal and report writing for International Donors, in English.
Experience managing and coordinating project teams.
Experience in International Organisations or Local organisations managing international funding
Strong communication and interpersonal skills; collaborative, respectful, and easy to work with.
Detail oriented, and structured approach to work and portfolio management.
Flexible, solution-oriented, and able to adapt to fluid environments.
Strong ability to set priorities, organize workload, and respect deadlines.
Strong analytical skills, comfortable with tables, tracking tools, numbers, and logical frameworks.
Demonstrated ability to manage a team, including supervision, delegation, motivation, and conflict resolution.
Fluency in reading, writing, and speaking English.
Fluency in reading, writing, and speaking Arabic
Ability to work under pressure and make decisions when needed.
Excellent capacity on use of computerized system/programs (Word, Excel, Outlook, and technical programs such as KOBO).
Valuable prior experience in issues related to the promotion of gender equality or personal commitment to gender equality.
