Action Against Hunger (ACF) has been operating in Gaza since 2005, currently we support vulnerable populations through programmes in Nutrition, Water, Sanitation and Hygiene (WASH), and Food Security and Livelihoods (FSL).

The Logistics Department plays a critical role in enabling programme implementation by ensuring the timely and high quality delivery of procurement services, warehousing, ICT (IT) support, fleet operations, and assets management. Within ACF, the Technical Logistics Department is responsible for ICT, fleet management, assets management, and facilities management.

Under the supervision of the Logistics Officer – Technical, the Logistics Assistant – Technical supports the implementation of Technical Logistics activities across the Gaza Strip. While activities may be carried out across different locations, the position is based at the ACF office in Deir Al Balah.


Key activities in your role will include

Objective 1: Implement and ensure the performance of the fleet (40 %)
Tasks

  • Supervise the drivers to ensure management of vehicle movements planning of use.
  • Ensure with the drivers that all vehicles have the required accessories & tools.
  • Monitoring of movements and refuelling follow up. Ensure logbook & other documents are properly filled together with the drivers.
  • Provide analysis and solutions on high levels of fuel consumptions.
  • Monitor vehicles and generators inventory, documentation, and first aid kit are inspected; that services (A, B, C) are done on time and fully recorded in the vehicle logbook with all relevant information.
  • Carry out technical evaluations of all vehicles in order to ensure transport reliability.
  • Plan vehicles movements, track individual trips, and ensure implementation of security measures.
  • Assist the Security Department in the facilitation of training sessions for drivers (new drivers or regular training sessions).
  • Monitor drivers in completing daily vehicle safety checks before the start of movements.
  • Collect fuel for vehicles from petrol stations, register quantities received in internal system, and file the petrol station receipts in the appropriate SharePoint folders.

Objective 2: Implement and ensure the performance of premises, assets, and ICT management (40 %)
Tasks

  • Assets: Keeping the Base equipment list and inventory list up to date, including registering new equipment/furniture and creating loan certificate with users.
  • Assets: Supervising the installation, maintenance, and repair of logistical equipment.
  • Assets: Supervising inventory and reporting on the state of repairs of premises on arrival and departure.
  • Assets: Supervising office services/maintenance when needed.
  • Premises: Ensuring that the ACF premises (offices, warehouses, and plots) are in optimal conditions (water, energy, and maintenance) and that running costs are properly paid.
  • Premises: Ensure that there are adequate stocks of consumables and materials for minor repairs and manage those stocks; placing orders with the Supply Chain team in time.
  • Premises: Check and ensure the maintenance of premises and facilities, as well as the general water supply, electrical, walls, ceilings... and security conditions. Make inspection visits to assess the rehabilitation needs of facilities.
  • Premises: Ensure proper maintenance & fuelling of the generators of the Office. Maintain generator log sheet with support of Warehouse Keeper.
  • ICT: In the event of faults / deterioration, diagnose the problem and propose possible solutions to the line manager.
  • ICT: Installing, configuring and solving problems related to computer, printing, or ICT network infrastructure.
  • ICT: Reporting and follow-up on ICT incident escalated to Logistics Officer - TECH via internal tools.

Objective 3: Compile and analyse monthly data and participate in meetings (5 %)
Tasks

  • Participate in regular meetings (general base & Logistics Department) and field visits.
  • Assist the Logistics Officer in preparing and analysing data on a monthly basis and upon request

Objective 4: Reporting (10 %)
Tasks

  • Archive and centralize logistics files related to the respective SharePoint folder.
  • Provide weekly and monthly reports for: Logistic Issues and Challenges, Asset Inventory, Vehicle & Generator to the line manager.

Objective 5: Energy Management (5 %)
Tasks

  • Ensure that all solar systems, and any other energy related are well maintained and safe.
  • Contribute to energy management strategies
  • Monitor the generator’s operating period and conditions and conduct regular check-ups of water, oil, and fuel.

Do you meet the profile required criteria?

Education/Training
Bachelor’s degree in one of the following sectors:

•    humanitarian logistics, computer science/ICT

•    information technology, or related field

Technical specific knowledge
•    Fleet Management

•    Premise Management (Generators, Electricity, Plumbing, etc.)

•    Information and Communication Technology (ICT)

•    Asset Management (equipment, etc.)

•    Other areas as needed

Previous experience (years)
Desirable 2-years minimum experience working on projects at humanitarian aid organisations.

Humanitarian sector knowledge
Knowledge of major humanitarian donors and donor compliance issues is an advantage.

Languages

•    Arabic (native), 

•    English (intermediate – written & verbal)

IT systems
Proven experience in:

•    Office 365 (Outlook, SharePoint, Word, Excel, etc.)

•    Network management and connectivity

Mobility
National position based at the office in Deir Al Balah, movement throughout the Gaza Strip maybe required.

Commitment to Gender Equality

Our remuneration package:
  • Contract Length: 4 Months (extendable pending performance and budget)
  • Based in: Gaza Strip - Deir Al Balah Office
  • Salary: Based on Action Against Hunger salary scale.
  • Action Against Hunger provides food and transportation allowances for a fully worked month.
