Action Against Hunger is recruiting:
Program Manager
Primary duty station: Ramallah office or Hebron office, with expected travel to the other office as required.
For an initial period of 12 months, with the possibility of extension for up to 3 years based on performance.
POSITION GENERAL OBJECTIVE
The Program Manager – Development & Resilience will be responsible for the overall implementation and achievement of the objectives outlined in the project proposals. He/she oversees and provides guidance to the operational teams assigned to the program, ensuring effective coordination and performance. The Program Manager guarantees the quality and proper execution of all program activities and, where relevant, proposes adjustments or strategic developments to maintain the program’s relevance and impact.
Objective 1: Project Management and Implementation
- Lead the day-to-day management of Project Management and Implementation assigned development projects
- Ensure proper planning, implementation, and follow-up of activities, ensuring deadlines are met and activities comply with established technical standards.

- Ensure implementation of key components such as:
- Capacity building and technical support
- Infrastructure and rehabilitation activities
- Support to livelihoods, agriculture, and MSEs
- Market linkage and value chain interventions
- Monitor workplans and ensure timely delivery of outputs
- Support and advise to the base’s logistical department for the purchase of specific materials for FSL activities.
- Working with the administrative department, contribute to developing budget relative to his/her program and monitor expenses and budget forecasts.
- Anticipate any issue linked to carrying out the FSL activities and help to resolve any problem related to the FSL activities.
- Suggest any adjustment to be made to the FSL programs, depending on contextual and indicator developments.
- In collaboration with the Head of program and the FSL coordinator, prepare administrative documents (MoU, handover, etc.) for the programs under his/her responsibility.
- Capitalize on intervention methods and techniques and on the experiences acquired by ACF and other participants in the FSL activities
Objective 2: Program Quality, Monitoring and Reporting
- Ensure proper tracking of project indicators and targets
- Propose and implement quality criteria and monitoring indicators for FSL program, in collaboration with the MEAL department
- Work closely with MEAL to:
- Monitor progress
- Analyse data
- Adjust implementation when needed
- Draft FSL reports and any annex relating specific activities for the donor reports and/or amendments.
- Ensure proper documentation and archiving of:
- Sources of verification
- Technical deliverables
- Support learning and capitalization of project results
- Evaluate the relevance of the activities carried out, as well as the effectiveness of interventions and their appropriateness with respect to contextual development and populations’ needs
Objective 3: Budget and Operational Management
- Monitor project budgets and expenditure
- Ensure compliance with financial procedures and donor requirements
- Coordinate with Logistics and Administration to:
- Plan procurement
- Ensure timely delivery of goods and services
- Anticipate operational challenges and propose solutions
Objective 4: Stakeholder Coordination and Representation
- Maintain regular communication with:
- Local authorities
- Partners
- Community representatives
- Participate in relevant coordination platforms and meetings
- Support organization of:
- Field visits
- Stakeholder engagements
- Contribute to building positive relationships with external actors
- Represent the organization when requested
Objective 5: Team Management and Coordination
- Line manage project staff (if applicable)
- Ensure clear task distribution and follow-up
- Brief the FSL team working on the programs and identify training to strengthen and increase their skills.
- Manage and support the team under his/her responsibility, lead work group and thematic meetings.
- Contribute to a positive and collaborative team environment
- Participate in validating the hiring of technical staff for the FSL activities
- Define the prerequisites for the FSL positions in collaboration with the administrative department and adapt job description if required/necessary
- Evaluate and assess the performances of colleagues under his/her supervision
- Ensure adherence to security regulations by personnel under his/her supervision
Objective 6: Contribution to Program Development
- Support identification of needs and gaps in target areas
- Contribute to development of:
- Concept notes
- Project proposals
- Provide field-based insights to improve program design
Perform other duties as assigned by supervisor.
