Logistic Manager
The Logistics Manager is overall responsible for all logistics activities in Gaza (procurement, fleet, storage, equipment, premises, ICT, energy) and actively contributes to operational security implementation.
Objective 1 – Lead and steer logistics operations and strategy (20%)
- Contribute to the logistics strategy and planning for Gaza.
- Contribute to the logistics budget and monitor its implementation (in charge of live budget follow up).
- Lead logistics capacity assessments (LAT) at Base level, identify gaps and priorities, and work on addressing them.
- Support proposal and Project Procurement Plans (PPPs) development by defining logistics needs, feasibility, risks, and costs.
- Ensure all logistics policies, tools, and reporting requirements are properly understood and consistently applied at base level, and contribute to the review and update of logistics policies as needed.
- Coordinate regularly with Jerusalem Coordination Office and relevant HQ teams.
- Carry out feasibility studies for new systems or tools, as requested.
Objective 2 – Ensure effective and compliant supply chain management (30%)
- Oversee the entire supply chain pipeline: procurement, warehousing, transport, and delivery.
- Support and supervise supplier selection, negotiation, and market analysis.
- Ensure all procurement and logistics activities comply with ACF and donor procedures.
- Review and approve Procurement Line (PL) and ensure the Supply Plans and other tracking tools are updated together with other departments.
- Ensure proper stock management, traceability, expiry monitoring, regular inventory and reporting.
- Support and supervise procurement with local partners, including document review and guidance.
- Build partners’ capacity in procurement and supply procedures, when needed.
- Maintain regular coordination with programs (WASH, Nutrition, FSL), finance, and other support teams.
- Support the Supply Team (and potentially external consultants) in identifying and contracting new suppliers and diversifying the current supplier pool.
- Support base-level implementation of new partnerships (IOM Common Pipeline, other in-kind donation modalities, etc.).
Objective 3 – Ensure logistics assets, ICT, energy and security readiness (30%)
- Ensure the effective management of fleet, equipment, premises, energy systems, and ICT infrastructure at base level, with full responsibility for performance, cost control, maintenance, and optimization of resources.
- Ensure fleet and fuel management systems are in place, including movement planning, vehicle maintenance, documentation, fuel consumption monitoring, and cost follow?up.
- Ensure accurate internal and external (UNOPS) monthly fleet and fuel reporting and raise alerts and risks to the Head of Base and coordination when required.
- Ensure ICT and communication systems (internet, phones, IT equipment) are functional, reliable, and adapted to operational needs.
- Supervise or support the installation, maintenance, and repair of logistics and ICT equipment, in coordination with relevant focal points.
- Monitor energy and communication usage and costs, and contribute to basic cost?efficiency measures.
- Contribute to premises safety, visibility, and security measures, and follow up on the implementation of identified recommendations.
- Ensure appropriate tools are in place to monitor fleet, movement, fuel, and ICT management, and oversee their implementation, regular updating, and staff capacity?building.
- Support the Security Department to ensure the overall safety and security measures for all premises (offices & warehouses) are in place and verified regularly.
- Support with the training of staff and external contractors (drivers, etc.) in basic security measures (fire safety, safe driving, fuel safety, etc.).
Objective 4 – Manage and develop the logistics team (20%)
- Manage the Logistics Department (direct line management of two Officers), including daily work planning, task prioritization, follow?up, and coordination.
- Set clear objectives and workplans for logistics staff, and monitor progress against priorities.
- Support the Head of Base and Logistics Coordinator in modifying the department’s organigram, when needed.
- Lead recruitment, onboarding, and deployment of logistics staff in line with the approved organigram.
- Ensure continuous capacity building, coaching, and technical support to logistics staff through the preparation, implementation, and follow?up of individual and team staff development plans, and coordinate with the HR Department on the identification and contracting of external capacity?building consultants when needed.
- Conduct performance management, including regular feedback, annual appraisals, and management of under?performance.
- Organize regular logistics team meetings and ensure effective sharing of information with the Senior Management Team (SMT) and other departments, where relevant.
- Promote team wellbeing, motivation, and a collaborative working environment.
Training/ Education:
University degree in Logistics, Supply Chain Management, Business Administration, IT, Humanitarian/Development Studies, or another relevant field is an asset, but not mandatory.
Equivalent professional experience and demonstrated technical competence may be considered in lieu of a university degree.
Technical specific knowledge: Proven technical knowledge of:
- Supply Chain Management (SCM)
- End-to-end pipeline (procurement -> warehousing -> transport -> distribution)
- Supply planning under blockade scenarios
- Pipeline risk forecasting
- Emergency procurement (rapid, compliant, transparent)
- Third-party transport coordination
- Technical Logistics
- Fleet Management and secure movement planning
- Fuel scarcity mitigation and contingency planning
- Inventory and asset control
- Information and Communication Technology (ICT)
- Intermediate IT skills (Microsoft 365, logistics tools like LINK, reporting tools).
Previous experience:
- Minimum 2 years’ experience in logistics management for large scale humanitarian projects.
- Demonstrated experience in team management, including capacity building, coaching, and performance management.
- Experience in security management or operational security coordination is an asset.
- Experience in humanitarian or emergency logistics.
- Very strong organizational and planning skills, with the ability to prioritize and adapt in a fast?paced, multi?tasking environment.
- Minimum 2 years of staff management experience, including addressing underperformance and supporting staff development.
- Strong motivation and commitment to humanitarian work and organizational values.
- Excellent interpersonal, analytical, and communication skills, with the ability to work effectively across departments and levels.
- Excellent stress management skills
IT and specific systems:
- Knowledge of LINK (procurement) software is a strong asset
- Strong working knowledge of:
- Windows operating systems
- Microsoft 365 (Word, Excel, Outlook, Teams, SharePoint)
- Good understanding of IT networks and basic maintenance in an operational environment.

Arabic: fluent (written & spoken)
