Action Against Hunger (ACF) is a humanitarian, non-governmental, non-political, non-denominational and non-profit making organization working in the Palestinian Territory since 2002.

Action Against Hunger is recruiting for its North office at Jenin Al Zababdeh.

Project Officer

For a period of 12 months.

General Objective:

To ensure effective planning, implementation, and monitoring of project activities through the preparation of technical specifications and drawings, conducting field follow-up, and carrying out data collection and technical assessments, while proactively responding to stakeholders’ needs, encouraging participation, and strengthening decentralized field capacities to support efficient and high-quality project delivery.


Key activities in your role will include

Objective 1: Project Coordination

Tasks:

  • Coordinate with duty bearers, beneficiaries, and key stakeholders to define appropriate technical designs and supervision activities.
  • Prepare preliminary technical design layouts and review them with relevant stakeholders.
  • Coordinate with stakeholders on ongoing construction, rehabilitation, and civil works (structural and interior).

Objective 2: Project Design, Implementation, and Evaluation

Tasks:

  • Prepare technical designs for infrastructure and construction activities, including:

 

  • Technical drawings
  • Technical specifications and Bills of Quantities (BOQs)
  • Cost estimations
  • Technical annexes for tender documents

 

  • Support the development of detailed designs using engineering software and prepare technical drawings and specifications.
  • Implement project activities including beneficiary selection, fieldwork, trainings, tender preparation, and community engagement.
  • Follow up on implementation using community-based approaches and provide technical guidance as needed.
  • Conduct regular site visits to ensure works are implemented according to approved designs and standards.
  • Monitor contractors’ performance, ensuring timely submission of reports, material approvals, and compliance with specifications.
  • Provide technical support to beneficiaries and project counterparts when require
  • Conduct preliminary handover of activities with contractors and relevant stakeholders
  • Contribute to technical surveys and project identification studies in coordination with the Technical Engineering Specialist.
  • Support data collection for monitoring and evaluation of project indicators.
  • Assist in the distribution of materials and kits during emergency responses, ensuring accuracy and timeliness.
  • Participate in contractor evaluations and provide technical recommendations.
  • Support the technical team by proposing alternative solutions when needed.

Objective 3: Reporting

Tasks:

  • Contribute to the preparation of technical documentation, including Terms of Reference (ToRs), technical studies, tender reports, MoUs, and technical evaluations.
  • Prepare internal periodic technical reports.
  • Document meeting minutes, including key decisions, recommendations, and action points, and share them with relevant stakeholders.

Objective 4: Other Duties

Tasks: 

  • Drive between field sites and base offices across the West Bank as required.
  • Perform any other duties related to the position as requested, based on operational needs and context

Do you meet the profile required criteria?
  • Bachelor’s degree in Civil Engineering or a related engineering field.
  •   Strong technical knowledge in supervision of engineering projects, including infrastructure, structural, and interior civil works, as well as assessment of existing internal and external structures.
  •   Proven experience in preparing Bills of Quantities (BOQs), technical drawings, specifications, and other design-related activities.
  • Minimum of 3 years of experience in project implementation and supervision.
  •  Knowledge of humanitarian, emergency, and development programming is an asset.
  • Experience in monitoring and evaluation (M&E) of programs and activities is a plus.
  • Excellent communication and organizational skills.
  • Strong flexibility, ability to work under pressure, and good teamwork skills.
  • Willingness and ability to travel across the West Bank and stay overnight when required.
  • Valid driving license with proven driving skills.
  • Very good command of Arabic and English (reading, writing, and speaking).
  • Proficiency in engineering software and tools, including:
    1. WaterCAD, WaterGEMS, SewerGEMS
    2. Civil 3D
    3. GIS
    4. MS Office applications.
