Action against Hunger is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women and children. Currently 500 expats and more than 5,000 employees are working for Action against Hunger in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation. 

In Lebanon, the Syrian crisis continues to generate political, social and economic pressure due to the war in Lebanon and keeps more than 1.5 million refugees in a situation of increasing vulnerability. In this environment of political, economic and social uncertainty, our teams have maintained their high levels of humanitarian response and aid to Lebanon. Likewise, our interventions have been maintained in the Bekaa and northern areas, as well as in the south of the country, with a special focus on working in partnership or in consortium with other organizations and on institutional strengthening of the relationship with both donors. institutional, such as with local authorities and entities.  

Position Title: WASH Field Officer 
(Solar Energy Background Preferred) 

Background: Electromechanical, civil, electrical, or mechanical engineering background with relevant knowledge and experience in solar energy systems. 

Under the supervision of the WaSH Supervisor, the WaSH Field Officer will be responsible for the daily technical implementation, supervision, monitoring and reporting of the field activities of construction, and for ensuring proper coordination with beneficiaries, contractors, Water Establishment, municipalities, other authorities, and related Action Against Hunger departments. The position requires extensive field work and movement between several worksites as well as capacity to monitor the work based on high-quality standards.

Objective 1: To ensure timely and quality implementation of WaSH construction activities (60%)

1. Follow up day to day construction works of the solar PV systems quality in collaboration with the SLWE, consultants and contractors on daily basis to ensure the quality of construction works.
2. Prepare weekly work plans according to the implementation plan.
3. Follow up day to day WaSH facilities Upgrading including supervision for skilled and unskilled workers and monitoring work plans and quality of works, making sure community involvement.
4. Ensure the timely implementation of field works as per the predefined workplans.
5. Support in ensuring the quality and quantity of materials in the field according to agreed plans and BoQs, as well as monitoring the attendance of workers on site.
6. Resolve the conflicts on construction site and a diplomatic and respectful manner.
7. Ensure safety procedures and rules are respected in the field by all workers.
8. Support in the handover of the WaSH solar infrastructure to local stakeholders (municipalities, communities, etc.).
9. Support the logistic department to produce the project tender documents and materials checkup.
10. Supervise rehabilitation and construction activities related to solarization of production wells, and pumping stations.
11. Monitor installation and testing of electro-mechanical equipment including pumps, motors, VFDs, generators, chlorination systems, solar systems, electrical panels, and SCADA instrumentation.
12. Review technical drawings, shop drawings, and contractors' work methodologies and provide technical feedback to the WaSH Supervisor.
13. Conduct site measurements, quantity verification, and quality control inspections to ensure compliance with project specifications and contractual requirements
14. Support technical assessments, feasibility studies, and development of designs and BoQs for future solar infrastructure interventions.

Objective 2: Monitoring, coordination, and communication (30%)

1. Monitor and report all WaSH construction activities in the field ensuring there is compliance with plans and Action Against Hunger standards.
2. Monitor water and sanitation facilities’ acceptance and right holders’ satisfaction in coordination with MEAL team.
3. Responds to and records right holders WaSH technical feedback and complaints at field level.
4. Collect, organize, and develop all data, files, and documents.
5. Support in building relationships between Action Against Hunger, local authorities, SLWE, municipalities, and communities.
6. Support the implementation of Cash for WaSH activities as needed.

Objective 3: Data collection and reporting (10%)

1. File, document, and report work progress to his/her line manager on a weekly basis.
2. Report any possible problems or conflicts that may arise during the program activities in a timely manner to identify possible solutions.
3. Report the use of materials and possible improvement.
4. Attend debriefing meetings with line manager and other team members, as requested.
5. Support technical assessments and data collection for any new proposal or concept note.

Objective 4: Security 

1. Respect the security rules specified in the mission and base security plan and comply with the security plan and perform the security management tasks that can be assigned in its protocols. 
2. Communicate to the security managers of the working location any security related information or noncompliance with the security plan

Objective 5: Support humanitarian activities of Action Against Hunger (Cross-cutting)

1. Support the emergency interventions of the organization as per the employee’s abilities
2. Support any activity that helps reaching our humanitarian goals, as per the employee’s abilities

Objective 6: Gender & Safeguarding (Cross-cutting)

1. Promote safe and equitable environments, through knowledge and application of the protocol against harassment and gender policy.
2. Knowledge and compliance with safeguarding policy.
3. Promote gender equality within the humanitarian and/or development work

Training/ Education:  Bachelor’s and/or master’s degree in electrical, Civil, or Mechanical Engineering, with relevant knowledge and experience in solar energy systems

Technical specific knowledge:     

•     Excellent knowledge of solar-powered water systems, including solarization of pumping stations, and production wells

•     Strong technical knowledge in the implementation, supervision, and monitoring of civil, and electrical works related to solarization of water systems projects, Variable Frequency Drives (VFDs), generators, control panels, and SCADA systems.

•     Knowledge of solar PV systems and their application in water supply systems, including solar system sizing, PV modules, inverters, VFDs/solar pump drives, batteries, electrical protection and control systems, and integration with generators and the grid.

•     Familiarity in rehabilitation and construction of pumping stations, well systems, electro-mechanical installations, chlorination systems, and water treatment units is desirable.

•     Familiarity with hydraulic principles, pipeline construction, pressure management, leak detection, and network operation and maintenance are desirable.

•     Ability to review technical drawings, specifications, BoQs, method statements, shop drawings, and contractors' submissions.

•     Knowledge of Public Health Promotion and/or WaSH soft components is an asset.

Previous experience:      

• At least 2-3 years of experience in solar and electrical engineering related to solar-powered water systems.
• 1-2 years of experience in WaSH projects.
• Proven experience in working in collaboration with local partners, government bodies, INGO’s, consultants and contractors and right holders.
• Previous experience in electro-mechanical works is considered a strong asset.
• Experience working with Water Establishments, municipalities, consultants, contractors, and government authorities.

Humanitarian sector knowledge: Good knowledge of INGOs and donor agencies procedure, guidelines, and intervention in the country and particularly in the South.

Action Against the Hunger Knowledge:  Previous knowledge of Action Against Hunger policies, strategy, and previous interventions in the country is an asset.

Languages: English and Arabic (compulsory working languages, fluent spoken and written).

IT and specific systems:

• Good command of MS office, compulsory expertise in Excel. 
• Good command of AutoCAD, mapping tools (GIS) and solar PV design software such as Helioscope is highly desirable.

Mobility (national/ international): National - Currently in Tyre or nearby area 

Duty Station: The duty station is officially in Tyre office, from Monday to Friday.

Salary Range: $1200 - $1500
Basic Salary: $1467, plus transportation allowance.
