The Senior Partnership Manager for Syria oversees overall implementation and coordination of Multiple Program management and Multiple/Big Scale Funding Program management. His/her duties include, but are not limited to, Project Cycle Management, supervision of the technical, logistics and financial aspects of the program, HR management, context development monitoring and external relations.


Key activities in your role will include

Objective 1: The overall responsibility for the overall Multiple Program/Big Scale Funding Implementation and coordination of partners 

  • Provide managerial, organizational and technical leadership to ensure the program’s implementation is on schedule, on budget, well-coordinated on the ground, and in compliance with American/European rules and regulations
  • In coordination with mission departments to ensure that organization fulfils its obligations under the program Agreement with American/European and ensure timely budget allocations and instructions to Partners to enable them to deliver activities to achieve outcomes in agreed Program timeframe
  • Use monitoring and evaluation (M&E) data and feedback from stakeholders and partners to make strategic adjustments to Program work plan

  • Promote and ensure the functioning of a MEAL system that feeds back the planning process
  • Ensuring that each partner puts in place its own beneficiary feedback mechanism for all sectors, locations, partners, and activities and commits with Protection from Sexual Exploitation and Abuse (PSEA) requirements and implementation plan
  • Based on the existing risk management tools, develop and follow up on a risk management analysis and continuously promote the adoption of the needed mitigation measures and compliance control
  • Lead the Multiple program's technical team and provide technical assistance to Multiple members that will lead to achievement of joint sustainable results
  • Ensure continuous and priority focus to Emergency Response and Rapid Response Mechanism (RRM)
  • Ensure elaboration of market assessments in target locations associated with local procurements associated within the Program, promote information exchange among the partners and with the Donor agency
  • Ensure that all assessments are conducted on time and in coordinated manner, reports produced and shared with partners
  • Lead the establishment of Program Technical Unit (CTU)/working groups, actively participate in elaboration of ToRs and action plans, ensure timely follow up and supervision of working groups functions and ensure exchange of information;
  • Establish Steering Committee (CSC), lead it and report on regular basis on progress to CSC on behalf of the CTU; Make sure that all partners have timely reporting and agreed actions; Ensure that decision making protocols are in place and followed for mentioned bodies.
  • Represent the Partners in front of the donor, the necessary coordination bodies (at regional and international level, as required) and internal/external audit, third party monitoring and controls.
  • Under the supervision of the Country Director to coordinate with the donor agency in the region, including formal and informal program reporting and in-person meetings.
  • Ensure monthly program progress reports elaboration and submission to donor agency and exchange feedback with the partners
  • Act as a facilitator for the Program internal discussions and decision making
  • To ensure that activities in relation to the Programme implemented through a spirit of strengthening and complementing each other, while respecting each Member’s unique identity.

Objective 2:  To ensure that Multiple members have clear understanding of the context development and provide timely exchange on security and safety

  • Gathering from and providing safety and security information to all Partners, in order to maximize information sharing and appropriate consideration of security issues
  • Monitoring the evolution of the context, its impact on implementation and activity progress
  • Contribute with the context analysis to AAH mission monthly sitrep development and exchange with the partners and donor agency under supervision of CD
  • To gather information about new challenges, limitations, discuss the possible solutions in the country and share within the Multiple members

 Objective 3: Management and Supervision of Programme Coordination Team 

  • Motivate staff to perform effectively toward program objectives through ongoing communication, team-building incentives, and regular feedback
  • Coordinate and follow up on activity planning of all the Programme’s Coordination Team members
  • Participate actively in the Mission Coordination meetings
  • Participate in the HQ GGM (when requested) along with Country Director
  • Supervise and participate in the Programme Coordination team recruitment, set their priorities and workplan, overview their daily routine and specific objectives and tasks delivery, and evaluate their overall performance

Objective 4 :Compliance and Reporting

  • Ensure all financial, logistics and administrative requirements from donor are fulfilled by all Multiple members
  • Ensure timely reporting to the mission, partners and donor agency
  • Draft and finalize any possible amendments, communication messages to the partners and donor’s agency, ensure clear communication channels with the partners and within the mission
  • Make verbal or written presentations when requested

Do you meet the profile required criteria ?
  • Prefer studies in International Affairs or any relevant Sciences
  • Knowledge of Major Donors guidelines and regulations
  • Strong networking and representational skills
  • Strong coordination and organizational planning
  • Team and HR management and leadership
  • Knowledge of AAH technical areas of work (WaSH/Nut/Health/DRR): desirable
  • Logistics and administration of humanitarian organizations
  • Experience in Project Cycle Management
  • Context and risk analysis
  • Data analysis and reporting
  • Security management in complex security contexts
  • Capacity of acting as spokesperson
  • Gender commitment
  • Minimum 5 years in INGO senior management/coordination level
  • Partners Management experience
  • Familiarity with the political and economic context of Middle East
  • Experience in identification, negotiation and management of emergency response projects.
  • Humanitarian Diplomacy, negotiations skills for conflict environments
  • Knowledge of Action against Hunger: an asset
  • Fluent English; Arabic is desired
  • Compulsory knowledge of Windows, word, excel, power point, use of email and internet tools
  • Mobility: National and International

Our remuneration package:

We offer immediate incorporation to a dynamic international network with the following remuneration package:

•        Formal work contract: 2 years from October 2018.

•        Base: Damascus.

•        Excellent remuneration package

In addition:

•        Guest House or similar accommodation covered by the organization

•        Travel costs to and from the mission.

•        Expat Health, repatriation, travel and life insurance covered by the organization

•        Extra per month and per child (Under 18 years old): from 100€ to 225€ monthly (according to standard list of Action against Hunger -Spain).

•        Break: additional rest period, including travel cost to a reference area and economic help of 215€.

•        25 working days of paid leave per year.
