Objectif général du poste

The Digital Health Advisor will be responsible for supporting the PROPEL Adapt Mali team in implementing its digital health strategy for a health mutuelle in Mopti, Mali. This role includes working with government officials, healthcare providers, community members, rural farmers’ associations and other stakeholders to develop and implement digital health initiatives that support the operations of the health mutuelle, manages and facilitates mutuelle membership and identification, and connects the health mutuelle to its contracted service delivery partners (e.g., CSComs and CSRefs) to validate members, adjudicate claims and enhance the quality of care by conforming to the mutuelle’s clinical and operational protocols. The position will be reporting to Chief Of Party Propel Adapt.


Principales responsabilités
  • Coordinating and managing the digital health activities under the PROPEL Adapt Mali project in Mopti, in collaboration with key local partners (e.g., private sector agricultural organizations, agricultural interprofessional organizations, Ministry of Health, UTM, AMAMUS), and other relevant local stakeholders in Mopti.
  • Providing technical guidance and expertise on digital health solutions, such as electronic health records, telemedicine, mobile health, data analytics, and interoperability standards.
  • Supervise and validate the work of any locally contracted contractors or consultants.
  • Supporting capacity building to all relevant partners on global good solutions and adoption to meet project demands, with a focus on locally-developed solutions.
  • Working with all relevant partners to ensure successful development and deployments of digital health solutions.
  • Developing and overseeing the implementation of the digital health monitoring and evaluation framework, including indicators, data collection tools, dashboards, and reports.
  • Building the capacity of the local digital health team and other partners on digital health best practices, tools, and innovations to ensure sustainability.
  • Support project leadership to engage with government officials and donors in support of digital health initiatives.
  • Provide technical coordination and support across all phases of the software development life cycle from user requirements development through testing and deployment support.
  • Provide support in development, review and finalizing technical documentation related to any deployed digital health solutions.
  • Enabling the design, creation and distribution of digital learning content through the use of tools such as SMS/voice reminders and electronic and mobile learning systems.
  • Establish and maintain productive relationships with key stakeholders, including relevant department heads, staff, government officials, partners and community.
  • Representing the organization in relevant meetings, workshops, conferences, and forums on digital health in Mali, as required.

Correspondez-vous au profil que nous recherchons ?
  • Experience in managing agile product development, including working with engineering, design, implementers, and clients to prioritize use cases, launch a product, and ensure it meets the needs of target users
  • Proven experience in implementing technology-based solutions with users, preferably for public health and in low- and middle-income countries.
  • Experience working in International Development organizations specifically funded by USAID.
  • Familiarity with technologies for data collection and reporting, data integration, and data visualization and analysis; with standards for interoperability, data privacy and security; with digital transformation frameworks and approaches
  • Experience providing clear guidance and recommendations to non-technical stakeholders on context-appropriate technology solutions, processes, and operational considerations; ability to communicate technical concepts to non-technical stakeholders.
  • Experience working and communicating with government officials and/or multilateral organizations, with strengths in communicating technical concepts to non-technical stakeholders.
  • Experience working potentially insecure contexts and/or fast-based entrepreneurial environment, with demonstrated ability to work with a sense of urgency and in high pressure situations.
  • Exceptional communication skills with people of varied professional and cultural backgrounds
  • Knowledge of common health information management systems and digital global goods (e.g., DHIS2, OpenLMIS, OpenSRP, CommCare)
  • Understanding of interoperability principles and standards
  • Experience implementing technology-based solutions with users including user research, field testing, and training
  • Experience in defining and measuring performance of digital products
  • Fluency in French and [locally relevant language]. English fluency is an added advantage.
