Action Against Hunger (AAH) is a humanitarian, non-governmental, non-political, non-denominational and non-profit making organization working in the Palestinian Territory since 2002. 

Action Against Hunger is recruiting for its Gaza office a 

                                                                                WASH Head of Project 

For 6 Months with possibility to extend upon budget availability 

 The overall responsibility is to support the WASH Program Manager and manage the projects executed by Action Against Hunger as well as the day-to-day implementation of the Gaza WASH projects. This includes staff management, coordination with the clusters and partners, responsible for preparation of assessments, monitor of beneficiaries’ identification, coordination with relevant stakeholders, activity implementation and reporting 


Key activities in your role will include
  • Project Management  
    • Support AAH Gaza Team, the WASH Coordinator/ Manager in country analysis and emergency strategy definition. 

    • Prepare activity plans for each activity in coordination with the WASH Manager and the HoB. 

    • Prepare supporting documents and the material needed for the distribution and produce field reports, if and when possible. 

    • Support the selection of geographical areas/DES and other shelters and target groups.  

    • Conduct regular field visits to the project sites, ensure spot check of the activities conducted, and provide the needed technical support. 

    • Propose solutions and improvements relating to project activities and how to improve distributions. 

    • Conduct any M&E activity as required and document all activities led (pictures etc.) 

    • Preparation of the technical specifications for the activities in coordination with the technical team of relevant partners/stakeholders.  

    • Follow-up activities’ implementation cycle and final handover in coordination with the related technical staff. 

    • Develop and monitor the design of ToR for studies, reports, awareness-raising campaigns with project staff, and ensure the proper implementation of activities is reflected in specific reports.  

    • Support the WASH Program Manager and advocacy coordinator to ensure the project experiences are capitalized and systematized through Advocacy and Communication campaigns.    

    • Participate in relevant procurement procedures and in close coordination with logistics department identify potential suppliers and support technical evaluation and follow up on the contract, finding solutions until successful completion.   

  • Coordination and communication?  

    • Maintain regular communication with relevant stakeholders and external actors (local authorities, UN agencies, community leaders, other NGOs, volunteers, contractors and suppliers, etc.).  

    • In coordination with the Head of Base, participate in relevant coordination meetings to ensure sharing of best practice within the wider humanitarian community.??  

    • Inform AAH Management about the positions of different actors in the field, their response capacities etc. to anticipate joint opportunities or joint response and to avoid duplication.  

    • Maintaining regular information flow to partners and stakeholders.??  

  • Technical support and supervision??  

    • Participate in the recruitment process for positions related to the project that are directly managed by the Head of Project. 

    • Line management of project teams, whose size and composition may vary over time (assistant, officer, social workers, daily labor).  

    • Support and mentor project staff in the fulfilment of their tasks, providing technical support and supervision. 

    • Providing technical assistance and oversight in the areas of needs assessment, programme design, implementation and monitoring WASH interventions. 

  •  Security 

    • Follow the specific safety rules of the mission and base security plans. 

    • Prepare project risk analysis and ensure implementation is in compliance.  

    • Communicate with the security focal point in the base about any information related to safety and security. 


Do you meet the profile required criteria?
    • Bachelor’s degree in management, engineering (Civil or equivalent), project management or any related field with WASH Background. Higher degree will be preferable. 

    • Knowledge of WASH, rehabilitation and construction of infrastructures.  

    • At least seven years’ experience in humanitarian and development programming, strong preference for experience in WASH. 

    • Demonstrated experience in project design, planning, monitoring, and follow up WASH interventions, especially in emergency contexts.  

    • At least 3 years of demonstrated project management, team management and direct project implementation experience. 

    • Demonstrated experience in budget development and management. 

    • Experience in working with and coordinating with international and national NGOs. 

    • Candidates from Rafah area is preferred. 

    • Familiar with the Clusters coordination mechanisms. 

    • Experience of Monitoring and Evaluation of programs/ activities is a plus.  

    • Good communication and interpersonal skills, including training, capacity building and presentation skills. 

    • Solid organizational skills: the ability to be flexible and work well under pressure in a fast-paced multi-tasking environment. 

    • Excellent in reading, writing and speaking both Arabic and English  

    • Very good knowledge of MS Word, Excel, PowerPoint, GIS, and email/internet software. 

    • Valuable prior experience in issues related to the promotion of gender equality or personal commitment to gender equality. 


Our remuneration package:

ILS 100,131 gross/ year divided in 12 payments. In addition, Action Against Hunger covers food and transportation allowances for a fully worked month.
