Information Management Manager

For 12 months with a possibility of extension 

GENERAL OBJECTIVES

The OPT WASH Cluster is responding and adapting the unprecedented crisis affecting communities and service providers in Gaza by coordinating partners in the response.  This key activity requires a rapid collection of data from a diverse range of partners, rapidly converting that data into knowledge and communicating that knowledge through a series of tools and products to the partners to ensure and facilitate an efficient and effective response.  

The Information management capacity of the cluster prior to the October 7, 2023, conflict were sufficient for managing a relatively stable situation with periodic or episodic crisis.  The conflict in Gaza has resulted in a massive level of displacement (90% of the population has moved to temporary locations and massive destruction of assets (50%+) requiring a scale up of atypical services in new locations.   There has equally been an influx of new partners working in WASH, a multiplication of other cluster partners in WASH services and information and a significant need for advance and more rigorous information management at a Gaza field level in close proximity to WASH partners, local authorities and UN agencies responding to the crisis.


Key activities in your role will include

KEY ACTIVITIES 

Coordination and representation 

  • Support the Gaza coordination team in effectively implementing and monitoring core cluster functions as per the IASC Reference Module and the Humanitarian Program Cycle (HNO, FLASH Appeal, HRP, and CCPM).
  • Represent the Cluster IM function at all levels, ensuring effective communication, reporting, and engagement by coordinating with others within the function.
  • Coordinate with National IM officers to ensure seamless information management.
  • Collaborate with the Assessment Specialist to ensure smooth IM operations for the assessment function.
  • Engage actively with other IMs through relevant IM Working Groups (IMWGs), participating and representing the Cluster in the inter-cluster AIMWG.
  • Collaborate with WASH service providers’ data analysts to enhance existing systems and support the use of common datasets for humanitarian purposes.
  • Engage with WASH cluster partners to meet their information needs and demands promptly through a service approach model.
  • Lead the information sharing protocol and data protection for the WASH cluster.
  • Promote harmonized and coordinated approaches to information management across partners, Areas of Responsibility (AoRs), Clusters, Sectors, Working Groups, and OCHA.

IM function management 

  • Collaborate and Coordinate with the national WASH IM specialist to upgrade and implement the National IM strategy and framework, considering the dynamic situation and stakeholders’ information needs in Gaza.
  • Ensure compliance with standards and protocols for ethical data and information management.
  • Keep the contact list and communication channels up to date.
  • Develop and track action points, and archive documents from various cluster meetings, area-based coordination, and technical working groups.
  • Conduct regular secondary data reviews and primary data collection, including designing questionnaires using appropriate tools.
  • Process data by organizing, cleaning, triangulating, evaluating, and validating it.
  • Analyse data to meet the identified information needs of Cluster members and other stakeholders.
  • Produce accurate, high-quality, and timely information products that adhere to agreed style guides, and information sharing protocols.
  • Disseminate information and information products through appropriate channels.
  • Maintain and ensure the accessibility of a common and secure shared storage system.
  • Gather feedback on IM products and use it to make improvements.

Needs assessment and analysis

  • Working collaboratively with other members of the Cluster, collaborate to the planning and implementation of needs assessment and analysis, including joint assessments and analysis, at national and subnational levels.

Strategic response planning 

  • Design, implement and keep up-to-date partner presence mapping.
  • Design, maintain and upgrade timely mapping of WASH humanitarian service delivery.
  • Design, maintain and upgrade timely mapping of WASH humanitarian essential supplies entering Gaza.

Resource mobilization 

  • Monitor and analyze the Cluster’s financial situation and support financial tracking.
  • Support evidence-based advocacy and resource mobilization by providing accurate, relevant, and timely data. information and information products. 

Implementation and monitoring 

  • Contribute to implement and maintain a GAZA Cluster monitoring plan and associated mechanisms and tools to track the response progress.
  • Support all technical working groups to maintain a minimum level of response tracking and adherence to qualitative framework.
  • Enhance the collection of qualitative data to give a voice to the lived experience, offering a deeper insight into a topic or individuals’ experiences.
  • Support monitoring in the areas of information flows, dissemination, processing, analysis, and dissemination.
  • Conduct quantitative and qualitative gap and coverage analysis to identify spatial and temporal gaps, overlaps and coverage of the Cluster humanitarian response. 
  • Monitor adherence to relevant sector quality standards, regulations, and codes. 

Advocacy and communication

  • Provide accurate, relevant, and timely data, information, and information products to support evidence-based advocacy.
  • Write and provide contents to inform advocacy and communication products.

Operational peer review and Evaluation 

  • Contribute to the annual Cluster Coordination Performance Monitoring (CCPM) exercise and annual review.
  • Contribute to sectoral and broader humanitarian evaluations. 

Accountability to affected people

  • Be accountable to affected populations by ensuring the meaningful participation of affected people, maintaining an effective feedback mechanism and handling complaints appropriately, by ensuring data about the most vulnerable is systematically collected and analyzed, and by encouraging partners to work accountably.
  • Ensure the inclusion of cross cutting issues (age, child protection, disability, gender, Gender-Based Violence (GBV) mitigation and response and HIV & AIDS) in Cluster data collection, analysis, and dissemination.
  • Adhere to child safeguarding and Protection from Sexual Exploitation and Abuse (PSEA) Policies including procedures for challenging and reporting incidents and ensure other members of the IM team comply. 

Strengthen local capacity

  • Take steps to strengthen local leadership and capacity by encouraging participation of local and national actors in the Information Management (IM) activities of the Cluster and providing support to partners to overcome technical and operational challenges in participating in IM activities.
  • Design and implement an IM capacity assessment and capacity development plan for Cluster partners.

Do you meet the profile required criteria?
  • A minimum of 5 years of professional experience in information management, data management, geographical information systems, assessments, situation analysis and/or PM&E with the UN and/or NGO is required. 
  • Experience of demonstrating very strong information management skills in (Database management, MS Excel, PowerBi, Tableau, GIS systems, and websites management) is essential for this post. 
  • Experience in a humanitarian context is required, with experience of working in the humanitarian coordination system considered an asset. 
  • Fluency in English and Arabic is required.
