Reinforce the Action Against Hunger’s Emergency response capacity by enhancing its context monitoring and analysis, as well as improving the working relations and networking with local authorities and relevant stakeholders. The Emergency Response Manager is responsible for identification of existing needs, coordination with relevant partners and the daily technical planning, implementation, monitoring and reporting of ACF responses to emergency shocks and Acute Unmet Needs through WASH, Shelter and Basic Assistance. The ERM collaborates with other departments to develop and operationalize Preparedness and Contingency planning for Emergency Response, including working on new funding opportunities to respond to rapid-onset needs. 

 

  1.  POSITION SPECIFIC OBJECTIVES AND TASKS.

 

Objective 1: to closely monitor and analyse context development in Lebanon (25%)

 

Tasks

1

Monitor and analyze the humanitarian context through participation to Inter-Agency and Sectoral coordination meetings in coordination with the Operations Coordinator and the Deputy Ops Co, field observation, discussion with local and international stakeholders.

Circulate this info in a systematic and timely manner to the relevant parties.

Assist in internally disseminating information/minutes of important meetings and support in knowledge management tasks (filing in No Hunger Forum, records keeping of important meetings and conclusions… )

Objective 2: To develop and operationalize the Emergency Preparedness and Response Plan where needed (30%)

In coordination with other departments, lead the work on scenario and contingency planning for emergency response

Train base staff on the EPRP and ensure the document is updated regularly with latest change in context

3

Work with finance and logistic departments to identify needed financial and HR resources across multiple grants and set up agreement with suppliers/service providers to ensure timely delivery of emergency assistance as needed

Objective 3: to manage the Emergency Pool in responding to emergency shocks and acute unmet needs (35%)

Manage Response staff across different departments to implement a coordinated and multi-sectorial response to shocks. Directly manage the Technical Response Advisor

In line with LPC SoPs for ER and Acute needs response, ensure timely identification of needs and provision of a multi-sectorial response to emergency shocks and Acute Needs.

Act as focal point with UNHCR and MoSA for inter-agency emergency responses through the Emergency Group

Reinforce ACF role as emergency responder in coordination with sectoral WG and other humanitarian agencies through effective use of flexible funds for response 

5

Coordinate with the logistic department to develop appropriate procurement plan and stock follow up to ensure constant capacity to respond to new emerging needs

Promote protection and gender mainstreaming in all activities

Objective 4 : To ensure timely and quality implementation of projects at a base level ( 60%)

 

 

Tasks

 

 

In coordination with the Head of Base and MEAL Team, design the macro Programme Cycle Management tools, including: monitoring, Indicators MoVs, Activity Progress Reports, Budget follow Up, Project Procurement Plans, to ensure quality and timely implementation of the interventions;

 

 

Facilitate regular staff meetings to ensure awareness of program objectives, and opportunity for feedback

 

 

To provide guidance to the project teams in weekly planning of activities (input distribution, trainings, set up, maintenance, monitoring, reporting, etc.) and to ensure these plans are in line with project workplan;

 

 

To ensure timely procurement of goods and services for the programme and accurate, regularly updated, budget follow-up and forecast, in close coordination with the Logistics and Admin department;

 

 

Support the development and improvement of staff under the positions management structure and improve both skills and knowledge amongst the team

 

 

To ensure proper archiving of technical supporting documents

 

 

Provide staff coaching and technical supervision to develop ownership / responsibility for project activities

 

 

Objective 5: Monitoring and Reporting (10%)

 

Tasks

1

Prepare regular verbal and written reports on the progress of implementation on the agreed frequency

Inform and report the anomalies and the challenges carried out during the implementation phase of the program.

Contribute to Projects and beneficiaries’ data collection and reporting.

Contribute to the context follow up: monitor the evolving context and flag any potential protection concerns with the relevant people

Objective 6 : Security

 

Tasks

1

Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.

Communicate to the security managers of the working location any security related information or noncompliance with the security plan

Objective 7: Support humanitarian activities of Action Against Hunger

Support the emergency interventions of the organization as per the employee’s abilities.

Support any activity that helps reaching our humanitarian goals, as per the employee’s abilities.

 

Objective 8: Gender & Safeguarding (cross-cutting)

  1. Promote safe and equitable environments, through knowledge and application of the protocol against harassment and gender policy.

  1. Promote gender equality within the humanitarian and/or development work
