The MHPSS Program Manager will manage the ongoing and upcoming MHPSS projects in Gaza. ACF’s current MHPSS portfolio comprises of multisectoral PSS interventions integrated into Nutrition, WASH and FSL activities as well as the provision of support to frontline workers, including Training of Trainers and Psychological First Aid. 

 He/She will promote the creation of strategic synergies for the development of the MHPSS component in oPt mission and will work closely with relevant partners. He/She will closely coordinate with ACF’s Psychosocial Experts in HQ to ensure the ongoing and future activities endorse ACF’s strategic priorities and build on the current policies, guidelines and tools developed for PSS interventions. In addition, He/She will contextualize and adapt global guidelines, tools, and protocols to meet locally identified needs for MHPSS program implementation and training. He/She will be responsible for guiding the work of the PSS officers/ MHPSS assistants and officers, providing them with technical support, training them in key aspects of PSS and ensuring that He/She promote the appropriate use of ACF tools for psychosocial intervention. 

 Objective 1:  Provide strategic direction and ensure the smooth implementation of the MHPSS program in Gaza.

Objective 2:  Provide management and support to the MHPSS program team.


Key activities in your role will include

Objective 1: Contribute to the development, implementation and supervision of program strategy in the geographical areas of intervention.

  • Identify the needs of the most vulnerable populations through regular visits and literature review, and per internal or external assessment or studies.
  • Proactive participation in the implementation and revision of Action Against Hunger programing strategy. 
  • Propose cost-effective and high-impact responses to identified needs
  • Develop methodology, tools and guidelines to integrate in the strategy and programming for an integrated approach.

 Objective 2: Project identification, implementation, follow-up, monitoring and capitalization as defined in the Project Cycle Management.

  • Provide necessary technical and methodological support for need assessment.
  • Develop project concept notes and proposals in coordination with all departments.
  • Define program implementation approaches, techniques, modalities and methodologies 
  • Organize, supervise and coordinate the effective implementation of the programs activities based on ACF principles, approaches, policies, guides…and donor requirement, including cross-cutting issues (gender, environment, protection).
  • Identify program constraints and problems during implementation (planning, timeframe, expected achievements), propose solutions and implement after validation by line managers.
  • Develop an adequate monitoring and evaluation plan in coordination with “GIS, Database and M&E Manager”; linked with the relevant program/ project objectives and indicators. 
  • Ensure that all information and experience in the field and during the implementation of the program is documented and stored appropriately, and methods for the sharing of such knowledge are utilized.
  • Monitor projects expenditures against the approved budgets. 
  • Provide regular internal reporting according to Action Against Hunger internal reporting structure (and ensure that all donor reporting requirements are produced in a timely and accurate manner.
  • Participate in the development of all technical tools and documents related to projects (ToRs for consultants and evaluators in coordination with “GIS, Database and M&E Manager”; ad hoc reports, capitalization reports, etc…).
  • Ensure confidentiality within MHPSS activities, supporting the team to ensure proper filing and archiving of beneficiary data.

Objective 3: Team management

  • Contribute to the definition of the organization charts 
  • Provide technical and conceptual leadership to the team and ensure that a high quality of implementation is maintained.
  • Participate in the recruitment and training of field officers, social workers and new members of department.
  • Plan and coordinate team members’ activities through weekly and monthly work schedules.
  • Identify the team’s training needs. 
  • Evaluate each team member’s performance
  • Prepare coaching sessions to team members regarding required competencies or technical capacity building. 

Objective 4: Coordination, Security and other tasks

  • Participate in cross-functional assessments and appraisal activities, general evaluations…
  • Participate in regular coordination meetings (weekly base, oPt mission meetings….)
  • Ensure external representation with the Cluster, working groups, be proactive and provide Minutes of meeting
  • Work with the support Team (Admin / Log) and other Program Managers to ensure the provision of relevant administrative and logistical information 
  • Provide support to other sectors where appropriate upon request.

Do you meet the profile required criteria?
  • University Degree ideally in clinical psychology, psychology, psychiatry, social work or related field with experience in psychosocial sector and humanitarian field
  • A valid HEAT training or similar an advantage
  • Mastering project management tools
  • Knowledge of main Donors (ECHO, BHA…)
  • Knowledge of psychosocial interventions in emergency and recovery settings including Psychological First Aid
  • Infant and Young Child Feeding in Emergencies, with knowledge of Mother and Baby Friendly Spaces a significant advantage
  • Technical understanding of Child Protection, GBV and community-based approaches a significant advantage
  • Experience in complex emergencies or volatile contexts and under strict security constraints 
  • Strong understanding of the humanitarian emergency operational context, including Sphere, the humanitarian system, donors, security, civil military liaison and program management
  • Good trainer abilities
  • Ability to work with minimum support
  • Good organization skills, ability to set priorities and time management
  • At least 2 years of relevant and results based working experience in program management with special focus on MHPSS support
  • Experience in designing and managing Mental Health and Psychosocial Support programs in emergency or humanitarian situations. 
  • Proven ability to work in multidisciplinary teams and to coordinate other positions.
  • Experience in training of trainers an advantage
  • English 
  • Arabic a significant advantage
  • Computer (office)
  • Data management (KOBO), data analysis (SPSS, PowerBI) an advantage
  • National, International (Gaza, Middle East, i.e. Jordan, Jerusalem, Egypt)
