Objective 1: To provide technical oversight and strategic leadership in procurement and pharmacy management across the mission. Tasks: - Ensure consistent application and improvement of pharmacy management tools and processes across all mission states.
- Supervise and monitor state-level pharmacists in the management of pharmacy stock, ensuring accurate records of inputs and outputs, compliance with expiry control, and implementation of periodic inventories.
- Oversee and analyze consolidated pharmacy stock reports on a monthly and quarterly basis, providing strategic recommendations to the Health and Nutrition Coordination and Logistics teams to prevent stock ruptures, wastage, or losses.
- Establish and enforce mission-wide strategies for safe disposal of pharmaceutical waste and expired medicines.
- Ensure effective monitoring systems are in place to track state-level pharmacy performance, consumption, and inventory management, providing guidance on corrective actions where needed.
- Review and approve updates to internal pharmacy guidelines, ensuring alignment with national regulations, donor requirements, and AAH standards.
- Guarantee technical quality and compliance of pharmacy management practices at all field bases through oversight visits, review of reports, and follow-up on improvement plans.
- Lead the overall needs assessment process for medicines, devices, and medical equipment across projects, validating requests and aligning them with project logic and standards.
- Ensure all field pharmacy warehouses meet required conditions of space, climate, and safety, and that optimal storage conditions are maintained across the mission.
- Oversee and validate the distribution of medicines and medical supplies to supported health units, ensuring efficiency, equity, and accountability.
- Promote and supervise adherence to rational drug use practices, reporting deviations and initiating corrective actions where required.
- Ensure systematic documentation and dissemination of lessons learned, successful strategies, and challenges related to pharmacy management.
- Provide technical oversight and input for proposal design, procurement strategies, and risk-benefit analyses for pharmaceutical supplies.
- Ensure accuracy and accountability in mission-level inventory management systems, consolidating data from all states and providing evidence-based recommendations for optimization.

Objective 2: Ensure robust and efficient drug stock management at mission level Tasks: - Oversee forecasting, quantification, and supply planning for all supported states.

- Coordinate with Logistics to plan timely procurement and distribution of medical commodities.
- Lead mission-wide monitoring of expiry dates, wastage rates, and adherence to good storage practices.

Objective 3: Strengthen the administrative and logistical processes of the Sudan mission in terms of quality management of pharmacy processes. Tasks: - Conduct market research to identify and source potential suppliers of medicines, materials and medical supplies in Sudan.
- Cyclically update and implement the QUAMED assessment of suppliers previously identified through market studies and/or other non-governmental and/or international cooperation agencies.
- Pharmaceutical market monitoring (contextual developments).
- Build and implement framework agreements with suppliers identified in the market studies and duly approved in the QUAMED evaluation.
- Apply logistical-administrative procedures and/or processes with quality in accordance with AAH guidelines/standards.
- To carry out the procurement management from the receipt of the order request to the purchase and the subsequent interaction process for the payment of the goods purchased with the finance area.
- Evaluate identified suppliers:
- o Collection of information and evidence of supplier registration with the National Medicines Regulatory Authority.
- o Collect and review audit reports from suppliers (if available and available).
- o Conduct further audits and inspection visits to assess Good Distribution Practices (GDP) and produce audit reports on selected registered supplies.
- Supporting the evaluation of the quality assurance of medical device manufacturers:
- o Request pro-forma quotations and all relevant information from local suppliers and manufacturers.
- o Perform direct quality control of medical supplies and devices, including on-site inspection (visual, mechanical and opening tests) of sample products.
- o Complete all relevant information in an evaluation table, for analysis at mission/headquarters.
- Provide additional information requested from headquarters.

Objective 4: Strengthen capacity, quality assurance, reporting, and knowledge management in pharmaceutical services Tasks: - Lead the design, rollout, and continuous improvement of training curricula on pharmaceutical management, rational drug use, and pharmacovigilance.
- Provide strategic oversight for on-the-job mentorship and technical coaching of pharmacists to strengthen capacity across all states.
- Ensure integration of pharmaceutical practices into wider health and nutrition programming, reinforcing cross-sector collaboration.
- Facilitate regular knowledge-sharing sessions and communities of practice among pharmacists, ensuring dissemination of lessons learned and best practices.
- Oversee the development, periodic review, and mission-wide application of organizational SOPs and guidelines on drug management.
- Consolidate and validate national-level pharmacy reports (stock status, consumption, wastage, expiry alerts) for strategic decision-making.
- Establish and maintain an early warning mechanism to flag potential stockouts, pipeline breaks, or overstocking, coordinating with logistics and programs on corrective actions.
- Lead the analysis of pharmacy data and stock trends to inform procurement planning, program design, and donor reporting.
- Document lessons learned, innovative approaches, and operational research findings in pharmaceutical management, ensuring they feed into mission strategy and external advocacy.
Objective 4: Provide strategic leadership, ensure compliance, and strengthen coordination with stakeholders Tasks: - Lead coordination with the Ministry of Health (MOH), Health Cluster, and other relevant platforms to align Action Against Hunger’s pharmaceutical systems with national supply chains and standards.
- Ensure compliance with donors and organizational requirements in procurement, storage, distribution, and reporting of pharmaceutical supplies.
- Build and sustain partnerships with implementing partners to streamline supply chains, reduce duplication, and improve efficiency.
- Provide technical input for proposal development, donor reporting, and strategic planning related to pharmaceutical management.
- Support audits and external evaluations by ensuring availability of accurate documentation, analysis, and follow-up on recommendations.
- Identify risks within supply chains and develop mitigation strategies to safeguard continuous drug availability.
- Contribute to emergency preparedness by coordinating the pre-positioning of medicines and supporting rapid supply chain responses during crises.
- Advise senior management on pharmaceutical policies, compliance risks, and opportunities for system improvement.
