The Logistics Officer Technical is responsible for providing a safe environment to all Action Against Hunger staff and their activities on the base, through management of facilities, premises, fleet, ICT and security.


Key activities in your role will include

Objective 1: Fleet and Movements Management

Responsible for:

  • Keeping the vehicle fleet in good condition
  • Providing users with vehicles according to the needs
  • Monitoring the fleet needs for upcoming periods and ensuring availability
  • Tracking the consumption and maintenance of the vehicles

Tasks:

  • Ensure an efficient transport of Action Against Hunger’s personnel and goods within Gaza and to the project sites, according to the movement planning of the base. Supervise the daily and weekly movement planning and allocate the vehicles to each of the requested and approved movements. Liaise with the Security department in case of any change or incident.
  • Ensure reliable and regular reporting regarding fleet management and implement adequate actions in case of abnormal indicators. E.g.: follow up and keep records of movements, fuel consumption and maintenance of all vehicles in the logbook. Submit the required reports to the Deputy Log Manager and Log Manager on a monthly base.
  • Follow-up the fuel reception, storage and use, ensuring daily monitoring of the fuel levels, proper matching and archiving of fuel receipts and monthly reporting. Flag if fuel levels are close to the established minimum for regular operations.
  • Supervise the drivers and communicate with the Deputy Log Manager regarding accidents or incidents to ensure necessary information and reporting is provided. 
  • Make sure that all necessary items (such as tools, first aid kit, car documents, maps, fire extinguisher and communication means) are always in each of the vehicles at the beginning of each day and before any journey,
  • Ensure follow up of the fleet (maintenance, repairs, use, wash, fuel, insurance, car registration) and that timely maintenance is done at regular intervals (daily / weekly / monthly). Ensure that all repairs and car services are logged in the vehicle maintenance file.
  • Ensure that all drivers records – license, registration, and insurance are up to date – update follow up spreadsheet & keep hard and soft copy file of the documents. 
  • Prepare the monthly purchase requests and order for the vehicles and possible repairs needed, in coordination with the Deputy Log Manager, and submit the payment requests accordingly.

Objective 2: Equipment, inventory and communications 

Responsible for:

  • Installation, maintenance and repair of equipment and communications systems
  • Manage the equipment/asset list for the base
  • Plans the needs of equipment of the base and visibility 
  • Follow-up the budget available for equipment in the base

Tasks:

  • Ensure that inventory checks are done on a quarterly basis and inventory and equipment list is updated on regular basis.
  • Ensure that users use the equipment and take care of it appropriately.
  • Ensure that problems on equipment are identified and ensure their resolution or repair in connection with the ICT focal point,
  • Ensure that visibility items (vest and other visibility for the staff) are tagged, followed up and signed for, 
  • Ensure the availability of data and communication means for all employees and premises. In coordination with the ICT focal point, ensure that internet is available 24/7 in the offices and Guest Houses and that all staff receives a SIM card, which is properly registered.

Objective 3: Premises and energy Management

Responsible for:

  • Ensures the proper facilities managements according to ACF standards,
  • Follow up the lease agreement and date of renewing, and manages the timely payment of premises,
  • Manage the rehabilitation and maintenance of the premises,
  • Ensures the availability of sufficient electricity sources in the premises,

Tasks:

  • Ensure that all premises are equipped with functioning and up to date first aid kits, fire extinguishers, smoke detectors and other safety equipment.
  • Ensure that premises have sustainable and permanent sources of energy
  • Generate and keep updated electrical schemes and user’s manuals for the specific systems in place
  • Estimate the needs of Office and GH supplies / stationary / hygiene and cleaning products and proceed with the regular procurement according to the needs and budget availability,
  • Support on the identification of suitable building for ACF Premises,
  • Centralize and anticipate the logistics needs of the departments and the GH.
  • Support with the WH management when required in terms of facilities management.
  • Manage the premises contracts, including contract renewal and regular payment,
  • Support the Deputy Logistics Manager on collecting the relevant documents for the premises, translating the documents and archiving them properly.
  • Keep updated the Premises Follow-up

Objective 4: Supervision of the Team

Responsible for:

  • Establish a work plan and prioritize the work 
  • Respect the deadlines 
  • Delegate activities and confirm that they are properly executed
  • In case of absence of a direct team member, take over his/her activities
  • Organize training sessions
  • Provide technical support to the team if necessary

Tasks:

  • Take part in the recruitment of his/her teams
  • Organize and lead team meetings for the staff under his / her supervision, and make sure the participation on the relevant base log meetings,
  • Prepare and monitor individual action plans for her / his team members, when necessary
  • Following the Deputy Log Manager instructions, plan task sharing and coordination work within his / her team
  • Provide evaluation interviews for team members under her / his supervision
  • Provide technical support to the teams under her / his supervision
  • Identify the training needs of the team members under her / his supervision and lead training sessions for the needs identified
  • Manage the leaves of the teams under her / his supervision 
  • Managing difficulties in the team under her / his supervision and reporting to the Deputy Log Manager about the relevant issues within the team

Do you meet the profile required criteria?
  • Secondary education or higher. University degree preferred on Business Administration, Logistics, Industrial Engineering or related.
  • Experience in logistics, fleet and energy management are mandatory.  
  • Facilities and assets management and ICT knowledge are desirable.
  • Valid Driving license for not less than 3 years; knowledge of driving rules and regulations and skills in minor vehicle repair; and good knowledge of Gaza Strip roads.
  • Knowledge of security protocols in relation to staff movements, premises and base operations.
  • First Aid Knowledge desirable.
  • Good reading, writing, and speaking skills in both Arabic and English.
  • Knowledge of Windows environment, intermediate level in Excel, Word, Power Point and Outlook.
  • Mobility between offices as required. No international travel required.
  • Minimum of two years’ work experience as Logistics Officer and/or Fleet Manager. Desirable experience working for an international organization.
  • Safe driving record. 
  • Previous experience in the humanitarian sector is an asset. 
  • Good reading, writing, and speaking skills in both Arabic and English.
  • Knowledge of Windows environment, intermediate level in Excel, Word, Power Point and Outlook.
  • Mobility between offices as required. No international travel required.
