WASH Project Officer (Construction)


GENERAL OBJECTIVES:

The WASH Project Officer (Construction) will ensure the effective and efficient implementation of WASH infrastructure activities in line with Action Against Hunger’s mandate and technical standards. This includes the design, supervision, and monitoring of construction works, ensuring quality, relevance, and timely delivery of assistance to affected communities. The role involves close coordination with stakeholders, contractors, and local authorities to achieve project objectives and provide sustainable solutions.

He/she will support the general execution of activities by contributing knowledge and experience to improve the efficiency and effectiveness of the actions. 


Key activities in your role will include

Manage WASH Infrastructure Activities

  • Project Design and Identification: Contribute to identifying WASH infrastructure needs and designing projects that align with technical standards.
  • Monitoring and Evaluation: Regularly monitor and evaluate the progress and quality of WASH infrastructure projects.
  • Supervision of Construction: Oversee the construction or rehabilitation of water and sanitation facilities, ensuring compliance with quality standards.
  • Water Management: Supervise the installation and maintenance of water distribution systems, ensuring water quality and safe storage.
  • Waste Management: Oversee solid waste and sewage management systems, ensuring their functionality and public health compliance.
  • Training and Capacity Building: Provide technical training to staff and community members on operating and maintaining WASH infrastructure.
  • Community Engagement: Involve the community in decision-making and awareness sessions on hygiene and maintenance practices.
  • Compliance with Standards: Ensure WASH infrastructure meets international standards and local regulations.
  • Reporting and Documentation: Maintain detailed records and submit regular progress reports on WASH activities.
  • Problem Solving: Address challenges and provide solutions to overcome project barriers.


Logistical and administrative management

  • Planning and Coordination: Develop administrative plans and coordinate tasks across departments. Schedules, together with the technical team of the project, the weekly execution of activities in coordination with the other technical and support departments. 
  • Follow the indicators, the purchasing plan, the activities, the schedule and participate in the planning.
  • Places order requests in advance in compliance with mission logistical, administrative, and financial regulations.
  • Supports in identifying suppliers, hiring qualified labor and preparing the necessary technical documents.
  • Documentation and Reporting: Archives all means of verification and information (physical and electronic) of the different activities carried out within the project.
  • Delivers the information (physical and electronic) one week before the end of the execution of its part of the project to the coordinator of the component.
  • Procurement Management: Oversee the procurement process, ensuring compliance with procedures.
  • Compliance and Quality Control: Ensure adherence to regulations and quality standards.


Coordination with other relevant actors:

Collaboration in security measures:

  • Transmits in a timely manner all the necessary and complete information to guarantee safety in the areas of action

Do you meet the profile required criteria?
  • Bachelor’s degree in civil engineering with WASH Background.
  • Expertise in WASH infrastructure design, construction supervision, and quality assurance; proficiency in AutoCAD and BOQ preparation, experience in emergency WASH response and ensuring compliance with safety.
  • At least 3 years of experience in WASH-related projects, focusing on infrastructure design, construction supervision, and emergency response.
  • Experience in working with and coordinating with international and national NGOs.
  • Knowledge of Humanitarian coordination and emergency in Gaza Strip
  • Good communication and interpersonal skills.
  • Good reporting skills.
  • Solid organizational skills: the ability to be flexible and work well under pressure in a fast-paced multi-tasking environment.
  • Ability to prioritize and plan 
  • Excellent in reading, writing, and speaking both Arabic and English 
  • Proficiency with IT systems such as MS Word, Excel, PowerPoint, AutoCAD, Teams, and Outlook for information management and reporting. Knowledge in GIS is considered a plus.
  • Valuable prior experience in issues related to the promotion of gender equality or personal commitment to gender equality.

  • Salary: according to Action Against Hunger salary scale.
