Food Security & Livelihood (FSL) Specialist

For an initial period of 12 months.

General Objective:

The Food Security and Livelihood Specialist (FSL Specialist) will be responsible for designing, implementing, and managing programs aimed at enhancing food security and improving livelihoods for vulnerable populations within the ACF West Bank base. This role will focus on developing innovative and sustainable solutions to address the underlying causes of food insecurity and promote resilient livelihoods in affected communities. Under the direct supervision of the Head of Programs, the specialist will work closely with local partners, stakeholders, and beneficiaries to ensure effective program delivery and impact.


Key activities in your role will include

Objective 1. Program Design and Implementation:

Tasks:

  • Follow up the process of design and implementation of food security and livelihood interventions for ACF in the West Bank, ensuring alignment with organizational goals and donor requirements.
  • Develop strategic frameworks, guidelines, methodologies, tools, and standard operating procedures under the direct supervision of the Head of Programs for FSL programming in collaboration with the FSL coordinator
  • Conduct thorough assessments to identify food security needs, livelihoods opportunities, and market conditions in target communities.
  • Develop program proposals, including objectives, activities, budgets, and monitoring and evaluation plans.
  • Establish and implement monitoring and evaluation frameworks to assess program effectiveness, efficiency, and impact on food security and livelihoods.
  • Conduct regular field visits to monitor program implementation, gather feedback, and ensure adherence to programming quality standards.
  • Analyze data and program outcomes to inform adaptive management and reporting.

 

Objective 2: Capacity Building and Training:

Tasks:

  • Provide technical support and training to relevant ACF’s staff including programming, local partners, and beneficiaries on food security and livelihood strategies.
  • Facilitate knowledge sharing and best practices related to food security and livelihoods within the organization and with external stakeholders.

Objective 3: Stakeholder Engagement and Collaboration:

Tasks

  • Collaborate with local partners, government agencies, UN agencies, and other NGOs to ensure coordinated and complementary interventions in food security and livelihoods.
  • Participate in relevant coordination meetings, relevant clusters meetings, working groups, and forums to advocate for food security initiatives and share program experiences.

Objective 4: Research and Innovation:

Tasks

  • Stay updated on the latest trends, technologies, and best practices in food security and livelihoods programming.
  • Promote innovative approaches to enhance food security and resilience among target populations.

Objective 5: Risk Management and Compliance:

Tasks

  • Ensure compliance with ACF organizational policies, donor requirements, and industry standards in food security and livelihood programming.
  • Identify and mitigate risks associated with food security interventions, including market fluctuations and environmental challenges.

Do you meet the profile required criteria?
  • Bachelor’s degree in Agriculture, Development Studies, Social Sciences, or a related field; Master’s degree preferred.
  • Strong understanding of food security concepts, livelihoods frameworks, and relevant assessment methodologies.
  • Experience with monitoring and evaluation methodologies and tools specific to food security and livelihood programs in the West Bank.
  • Minimum of 5 years of experience in food security and livelihoods programming within the humanitarian or development sectors in the West Bank.
  • Preferably knowledge of humanitarian or emergency programming.
  • Knowledge of relevant humanitarian and development policies, frameworks, and standards in the oPt context.
  • Flexibility and adaptability to work in challenging environments.
  • Knowledge of the related national and international technical standards.
  • Strong organizational and time management skills, and report writing skills.
  • Excellent analytical and communication skills.
  • Proven ability to work collaboratively in a multicultural environment and manage multiple priorities.
  • Proficiency in English and Arabic (both written and spoken).
  • Strong analytical skills and proficiency in data analysis software (e.g., SPSS, Stata,).
  • Flexibility and willingness to travel in West Bank



Our remuneration package:

The salary is varied from 133,628 ILS-153,183 ILS basic salary divided in 12 payments and based on the experience. In addition, Action Against Hunger covers food and transportation allowances for a fully worked month.
