The overall responsibility is related to the financial and administrative management of the Gaza office and providing support to the functioning of the base and programmes; in accordance with ACF’s rules and regulations.
The main areas and objectives of the finance manager in the base are:
- To lead and manage day-to-day finance tasks including, budget management/monitoring, project financial follow up, payments, accounting. Advising budget holders on budget management.
- To manage and monitor the performance of the staff of his/her direct responsibilities
- To identify, control and mitigate the financial risk at base level
- To ensure highest possible level of compliance and transparency of all transactions at base level
Objective 1: Team management
- Manage and supervise the admin and finance team in the follow up and implementation of their tasks (including Cash management Policy).
- Conduct regular staff performance monitoring through appraisals and ad hoc feedback. •Identify capacity building needs, invest and follow up on training or coaching plan.
- Supervise recruitment within the department and propose adjustments to the team structure when needed.
Objective 2: Project financial follow up and Budget management
- Build and follow up the base annual budget in collaboration with the Admin/Finance Coordinator and Head of Base.
- Lead the preparation of budget proposal in collaboration with the technical, MEAL and logistic teams, the Head of Base and the Admin/Finance Coordinator.
- Create newly signed budgets in ACF financial system via DON file with the appropriate budget codification.
- Oversee the creation and use of Programmatic Follow Up tools, ensuring program staff are trained and forecast entries are up to date and accurate.
- Lead the monthly forecasting process with budget holders, analysing the budget vs. actuals and flagging deviations to grant when relevant.
- Ensure that donors’ guidelines and procedures are followed and respected and costs are eligible
Objective 3: Administration and contract management
- Ensure compliance with local authorities’ requirements for all official documents in coordination with the Head of Base and Admin/Finance Coordinator.
- Build and revise the organigram of the finance department together with the Head of Base based on the needs.
- Support local NGO partners on administrative and financial reporting, including assessment and due diligence processes.
- Contribute to developing or revising ACF guidelines for local implementing partners.
- Act as the focal point with the bank and financial service providers in Gaza.
- Revise work agreements and MoUs (financial and non-financial).
Objective 4: Financial Management
- Enforce internal and donors’ financial guidelines, particularly on cash management
- Maintain up-to-date and accurate accounting system ensuring the daily data entry in AGRESSO
- Ensure a regular cash verification, bank and balance sheet accounts reconciliations, monthly closing at the Base.
- Ensure that all payments have the appropriate codification and are paid within the due deadlines in compliance with the signed contracts and Purchase Orders.
- Prepare monthly treasury forecast.
- Analyse and follow-up of financial risks for the base through the eFMT.
- Revise the quarter closing in Agresso using the checklist made for this purpose.
- Supervise, update, and analyse the base cost coverage plan on a monthly basis using eFMT and CCP tools.
Objective 5: Control and Compliance
- Control and validate all payment issued from the base ensuring highest compliance standards.
- Ensure adherence to the signatories' policy and schedule for purchases and payment authorizations.
- Support the Admin/Finance Coordinator in the preparation of all internal and external financial audits. Ensure that all supporting documents in the financial files are valid, completed and correctly organized.
- Maintain a transparent financial tracking and filing system and ensure that all necessary original documents related to Finance Department are correctly archived at the Base and ensure that soft copies are archived in accordance with the digital archive policy.
- Ensure the compliance with the internal guidelines regarding the risk of theft, armed robbery, corruption, embezzlement, errors and losses. Commit to respect ACF internal rules and compliance with local authorities’ rules and regulations.
