Under the overall strategic guidance of the Regional Director, and in close coordination with the Deputy Country Representative, the Country Representative serves as the lead of the Senior Management Team (SMT), ensuring effective implementation of the Country Strategy.
The role includes direct supervision of relevant Technical Coordinators as designated by the Regional Director—currently the FSL Coordinator, WASH Coordinator, Health and Nutrition Coordinator, and MEAL Coordinator. The Country Representative also manages the Security Manager. These supervisory responsibilities may evolve in line with changes to the mission structure.
The Country Representative is responsible for the day-to-day management of the mission, working in close alignment with the Deputy Country Representative to ensure cohesion between program implementation and program quality.
The Country Representative maintains regular coordination with the Regional Director, including weekly follow-up and oversight of security planning and daily security management. The role also entails ensuring appropriate representation at the national level across all relevant fora—such as Cluster Coordination mechanisms, NGO coordination platforms, and engagement with governmental counterparts. Finally, the Country Representative ensures sustained integration and information flow with regional teams, fostering a two-way dialogue that supports the achievement of regional strategic objectives.
Objective 1: Oversee the day to day of mission implementation
Tasks:
- The Country Representative ensures day-to-day coordination with relevant external interlocutors such as national authorities and relevant line ministries
- She/He defines in coordination with SMT action plans in order to correct / adjust / adapt the mission structure to the evolving context
- She/he ensures regular and strong representation in different forums such as DINGO, with relevant national governmental interlocuters, and any other key meetings that may arise
- She/he liaises closely with the Regional Director to implement the Syria and Regional Strategies
- Ensure strong leadership, team management and efficient communication from Regional to National to Base level
- Ensure regular travel to bases to support quality implementation and the roll out of Base Acceptance strategies
- Lead in the development of Acceptance strategies at national and base level
- Liaise with the Regional Advocacy Coordinator to ensure mission support to the development of advocacy and communications products, access reporting and the Syria Advocacy Strategy
- Handle potential incidents as they occur and ensure timely reporting to the Regional Director
Objective 2: Strengthen Quality of Programmes providing strategic guidance to program teams (at base and capital level), including the integration of cross cutting themes into ACF Lebanon’s programmatic portfolio with an emphasis on gender, protection and conflict sensitivity
Tasks:
- The CR will ensure the sharing and learning of Action Against Hunger experiences and coordinate with the Regional Advocacy Coordinator for collecting evidence-based advocacy
- The CR will be actively involved in the definition of the Country Program Strategy Programmatic Approach and Mission Annual Planning under the overall supervision of the Regional Director.
- The CR will support the implementation of the “means of verification” archiving policy of ACF
- The CR will ensure that sufficiently integrate and incorporate key points regarding cross cutting themes in the programmatic approach. This will be done with close coordination with the Senior Business Development Coordinator, Grants Team and relevant Technical Coordinators.
- The CR will actively contribute within program design workshops and will steer the coordinators to consider multisectoral integration and elements of geographical cohesion in design.
- The CR will be responsible for overseeing the implementation of high quality, efficient and timely programs, assuring the inclusion of crosscutting approaches such as gender, protection and resilience
Objective 3: Ensure adequate institutional relationships with external stakeholders (national), donors and key interlocuters in country
Tasks:
- The CR will ensure that the Technical Coordinators and the Bases provide an adequate level of representation and coordination at the Coordination system and other relevant coordination bodies in Syria
- The CR supports the Regional Director on donor institutional relationships that are Damascus based as requested, and in close coordination with the Senior Business Development Coordinator
- The CR will support the Heads of bases in building base level Access and Acceptance strategies that include engagement calendars to ensure effective roll out of the strategies. The CR will work with the Communications Officer to ensure that all staff are trained in key messages regarding the identity and mandate of Action Against Hunger
- The CR will work with the Program Coordinators on an annual calendar of comms materials (in coordination and with support of the Advocacy and Comms team) and ensure that data collection and technical drafting of documents is done in accordance with the set timetable
- The CR will coordinate with support of the Advocacy and Comms team to develop key materials to capitalize the programmatic approach of the Syria mission for further dissemination (daily video blogs, podcasts, reports, factsheets, needs assessments, positioning papers, etc)
- The CR will liaise closely with the Advocacy and Comms team to ensure coherence and alignment with the regional approach of products that are developed over the year
- The CR will ensure close collaboration between Syria and Lebanon missions on MEAL strategy and roll out, data collection, beneficiary data management, FBMs are all aligned with regional standards and processes
- Work with Technical Coordinators on strategic partner mapping, identification, relationship building
Objective 4: Security
Tasks:
- Preparation of the Mission NSOP and LSOPs (per base) in accordance with fixed timeframes for Regional Director validation and timely submission not HQ
- Follow up of the set mission security training and plan roll out in accordance with organizational standards
- Ensure adherence to mandatory security reporting protocols in a timely and quality manner
- Line management of the mission security manager
- Communicate with the security management staff of the working location any security related information or noncompliance with the security plan.
- Keep the confidentiality and security of all ACF records and information gathered in the course of employment with ACF.
- Ensure immediate reporting of any security incident to the Regional Director
Objective 5: Safeguarding
Tasks:
- Promote safe and equitable environments, through knowledge and application of the protocol against harassment and gender policy.
- Knowledge and compliance with safeguarding policy.

- Development of Syria Mission safeguarding action plan with key milestones and action points is implemented and aligned with global policy
