The Water, Sanitation, and Hygiene Community Mobilizer supports the WaSH Field Officer in the implementation of integrated emergency responses at community and collective shelter levels by conducting multi-sectoral needs assessments, engaging with affected populations, monitoring and coordinating service delivery, and ensuring timely identification and response to the needs of internally displaced persons (IDPs). The role also contributes to WASH activities through support in monitoring contractors and civil works, proper documentation and reporting, and coordination with relevant teams to ensure effective implementation of activities.


Key activities in your role will include

The Community Mobilizer will be responsible for the below:

  1. Conduct multi-sectoral needs assessment to identify needs and plan for a multi-sectoral integrated response (WASH/Shelter/ FSL/BA, …)
  2. Monitor and support the coordination of services in the collective shelters like CRI and WASH NFIs distribution.
  3. Doing community engagement activities inside the shelters.
  4. Identify and respond to Emergency and implement activities at collective shelters and community level for Internally Displaced persons (IDPs).
  5. Monitor the situation inside the shelters and refer the service to the relevant actor.
  6. Support the WASH Field Officer in proper and timely monitoring of contractors and construction civil works.
  7. Support the WASH Field Officer in proper and timely archiving of the means of verification (soft and hard copies).
  8. Daily reporting to the WASH Field Officer or Head of Project
  9. Support ACF emergency response related to other wash teams or another departments.



Do you meet the profile required criteria?

Training/ Education: Bachelor's degree Civil or Mechanical Engineer, or any other related water, sanitation, and public health fields. 

 

Technical specific knowledge:


  • Strong technical knowledge in WaSH infrastructure rehabilitation and upgrade works, including water supply systems, sanitation facilities, and associated civil works.
  • Technical knowledge in water supply operations, including water trucking, storage, distribution systems, and basic hydraulics.
  • Proven experience in water quality monitoring, including sampling, testing, and interpretation of results.
  • Knowledge of public health risks related to water and sanitation, including waterborne disease prevention and response protocols.
  • Experience in distribution of WaSH NFIs/kits and understanding of emergency response modalities.


 

Previous experience:

  • At least 1-2 years of experience in WaSH projects.
  • Ability to work in a team, interpersonal qualities, and diplomacy, flexible with respect to job priority – Agrees with the principles and objectives of ACF.
  • High reporting experience is an asset.
  • Data entry/archiving experience.
  • Proven experience in working in collaboration with local partners, government bodies, INGO’s, consultants and contractors and right holders is an asset.

 

Humanitarian sector knowledge: Good knowledge of INGOs and donor agencies procedure, guidelines, and intervention in the country and particularly in the South

 

Action Against the Hunger knowledge: Previous knowledge of Action Against Hunger policies, strategy, and previous interventions in the country is an asset.

 

Languages: English and Arabic (compulsory working languages, fluent spoken and written)

 

IT and specific systems:

  • Good command of MS office, compulsory expertise in Excel. 

 

Duty Station: 

The duty station is officially the Tyre office, from Monday to Friday, with an expected support of 6 hours per day.

However, due to the current emergency, an office has been established in Saida, and the current duty station will be Saida until operations return to Tyre.


Our remuneration package:

a lumpsum of $750 monthly covering CM expenses related to transportation, telephone communications, meals, and beverages.
