Responsible for the implementation and monitoring of water, sanitation, and hygiene (WASH) and protection programs, ensuring that critical services are delivered to vulnerable communities in all areas of operation of the project. The position will implement and supervise the technical field activities in collaboration with the beneficiary communities, partners, and other technical departments of Action Against Hunger. The FO must be available to respond to emergency assessments or projects as needed. Additionally, the FO ensures that all project activities are contextually appropriate, aligned with the Do No Harm principle, and responsive to the needs of the local community.
Project Implementation and Field Activities
- Support the Head of Project in planning, coordination, and implementation of Water, sanitation, and Hygiene.
- Support the Head of Project in developing and coordinates technical activity plans and ensuring effective implementation with local government units (LGUs) and other stakeholders.
- Lead in the implementation, planning, and monitoring WASH and Protection activities according to project goals and standards.
- Conduct needs assessments and ensures WASH and Protection interventions are aligned with community needs.
- Mobilize communities to participate in activity design, implementation, and monitoring using a participatory approach.
- Coordinate with local authorities, partners, and community stakeholders to facilitate project activities.
- Provide technical guidance and capacity building to community members and team members on WASH and Protection issues.
- Ensures compliance with safety, hygiene, and protection protocols.
- Facilitate trainings, orientation, and community consultations to build local capacity for WASH and Protection.
- Deliver protection-related initiatives, including Gender-Based Violence (GBV) awareness, Safeguarding, Child Protection, and Human Rights Promotion.
- Support project-level advocacy initiatives related to DRR, Climate Change, Agriculture/Fisheries and Food Security, Livelihoods, and WASH.
- Collaborate and coordinate with the Head of Project, logistics, finance, and other relevant departments and stakeholders for WASH and Protection related activities.
- Collaborate with the Technical Coordinator to adapt plans based on emerging field dynamics.
- Communicate challenges faced during activity implementation and recommend actions to improve project approaches and outcomes.
- Coordinate with other sectors (Nutrition, WASH, Health, Protection, DRR) for integration and complementary between projects/activities
Community Engagement and Social Cohesion
- Build and maintain strong relationships with local government units (LGUs), traditional and religious leaders, civil society actors, local mechanisms, and other key stakeholders.
- Represent AAH in local forums, training, workshop, and protection clusters, and report updates and recommendations to the Head of Project and Head of Base.
- Promote inclusive dialogue and build capacities of women, youth, and other marginalized groups in DNH principles, Multipurpose Cash Assistance (MPCA) and protection strategies.
- Promote social cohesion through community-led safety initiatives, integrating guidance from the HOP and Technical Coordinator for cross-field consistency and impact.
- Actively search for local capacities with potential to give and add value to the project (NGO, institutions universities etc.)
Technical and reporting
- Participate in strategic planning sessions, contribute to the development of annual work plans.
- Prepare monthly plans and updates/progress report on achievements.
- Prepare reports and documentation related to project activities and outcomes.
- Contribute to the donor interim and final reports following the Mission Reporting System.
- Contribute to preparing meeting minutes including project team monthly meeting, training proceedings and other reports requested by the Head of Project
- Assist the Head of Project in capitalization of the experience in various activities of the Project
Monitoring, Evaluation and Learning
- Support the development and use tools for data collection, analysis, and learning in coordination with the M&E Officer and HOP.
- Lead the community volunteers in data gathering to monitor the progress of the project
- Ensure the proper documentation in the delivery of inputs through collection and submission of supporting documents and distribution monitoring reports at the end of every distribution.
- Facilitate field data collection for baseline surveys, evaluations, and assessments.
- Document field results, success stories, and lessons learned to inform adaptative programming and donor reporting.
- Prepare and submit technical and narrative progress reports, integrating the technical monitoring reports of community volunteers if any, to the Head of Project.
- Adhere to the Mission Reporting System and ensure all deadlines for reports requested are met
- Ensure information on feedback mechanisms, including Action Against Hunger’s policies on Safeguarding, PSEA, child protection, and anti-bribery and corruption, are widely disseminated in the community.
- Contribute to the development of technical guidance notes, good practices, case studies and other learning materials towards effective knowledge management.
Information Management and Reporting
- Accurately record attendance and participation data for all field activities (training sessions, meetings, and other activities) in both digital and physical formats to ensure reliable record-keeping and easy retrieval.
- Maintain and update databases tracking beneficiary details, protection issues, and project outputs, ensuring accuracy, data security and confidentiality.
- Ensure that all entered data is accurate, complete, and consistent, and performing regular checks to validate data quality.
- Generate periodic reports and data summaries to support decision-making and communication needs.
- Consolidate, analyse and transmit all the project documents including Sources of Verification (SoVs), ensuring proper filing.
- Maintain quality and integrity of all reports, ensuring that the data protection policy is respected
Risk Management and Security
- Monitor local security dynamics and promptly report incidents or emerging risks to the HOP and designated security focal points.
- Adhere strictly to AAH safety and security protocols during field operations or in engaging in high-risk areas.
- Contribute field-level insights to risk assessments and recommend mitigation measures.
Financial, Administrative and Logistics
- Prepare timely and accurate liquidations with complete supporting documentation in accordance with AAH and ECHO donor guidelines.
- Coordinate with the HOP and Administrative Department on procurement, logistics, and activity preparations
- Ensure proper management and accountability of resources used in field activities.
Communication and Visibility
- Ensure ACCESS and donor visibility requirements are integrated into field activities (e.g., banners, logos, acknowledgments).
- Provide quality updates, stories, and photos for communications products coordinated by the HOP and Communications team.
- Document and highlight community-led successes in line with AAH and donor visibility and branding guidelines.
