                                                                                  HR Officer Maternity Replacement

GENERAL OBJECTIVES:

The overall responsibility of this position is to support the Human Resources department in human resources management in the Coordination office, follow up and create tracking tools for Human Resources and administrative day-to-day operations, providing support to the functioning of the office; in accordance with AAH’s rules and regulations.   


Key activities in your role will include

Objective 1: Human Resources Administrative Management

  • Under the supervision of the HR coordinator, manage all national staff employment contracts, contract amendments, and contract extensions.
  • Follow up and update the Jerusalem employees’ files on a regular basis, and make sure that all documents are available, signed, and correctly archived (digital and physical).
  • Upload all necessary information and documents to the organization’s online HR system.
  • Follow up on the mission workmen and personal accidents insurance for daily workers related to Gaza base.
  • Follow up on the attendance software for Jerusalem employees and sign reports from the Bisan system via Ivcert.
  • Check and validate each employee's monthly attendance report versus leaves and overtime requests’ hard copies.
  • Ensure the management of the Jerusalem staff leaves according to the Internal Regulations and reflect them in the absence leave tracking over People ADS
  • Manage the Jerusalem monthly payrolls, salary advances, and consolidate the West Bank and Gaza Payrolls under the supervision of the HR Coordinator. Post salaries for West Bank and Gaza staff and share them with the base for electronic archiving.
  • Coordinate and follow up with the tax advisor to prepare the insurance and income tax for Jerusalem employees and for the West Bank and Gaza employees, calculate income tax via Bisan software, and submit the income tax report to the Accounting Officer in Jerusalem on a monthly basis.
  • Distribute monthly salary pay slips to Jerusalem employees and the West Bank and Gaza bases. 
  • Follow up on pay slips and timesheet signatures and archiving on Teams according to AAH procedures.
  • Coordinate with the MERO office focal point on visa arrangements for staff staying in Amman and maintain the visa tracking sheet, ensuring it is updated accurately and in a timely manner.
  • Update and follow up on leaves and breaks for the international employees according to the international benefits policy.
  • Follow up on the international staff advances and upload them in the system correctly.
  • Follow up the implementation of end of probation, annual and end of contract appraisals.
  • Follow-up the return sheets for international staff and the exit checklist for national staff in the mission and calculate the end of service via Bisan software using the appropriate forms according to AAH internal tools and the Israeli and Palestinian labor laws
  • Arrange and implement exit interviews for staff leaving AAH up to officer level.
  • Draft memos upon request, translate them into Arabic as needed, and follow up on their expiry dates, required signatures, and proper archiving.
  • Follow up and update the HR dashboard.

Objective 2: Recruitment & Orientation management:

  • Organizes and follow-up the recruitment process in the East Jerusalem office and prepare all needed documents during the recruitment process (recruitment request and planning, announcements, CV shortlisting, follow-up on the technical test, conduct interviews, minutes of the interview, reference check, and prepare job offers up to officer level and in accordance with AAH recruitment policy.
  • Request watchdogs within the recruitment process and for daily workers upon requests, follow up on renewing them yearly and uploading them on People Ads in staff’s profile.
  • Monitor new hires' orientation by receiving and providing all documents needed upon the arrival of each new staff member and supporting in the coordination of the briefing agendas. 
  • Ensure new hires understand and sign their contract package and a quick HR briefing on internal regulations. 
  • Ensure under the supervision of HR Coordinator, the follow-up of the implementation of the Annual Training Plan, including HEAT training/refresher and Action Against Hunger’s training platform for internal employees and newcomers. 
  • Book flights and accommodation for international staff.
  • Follow up and update the Copan website, add new employees, remove staff leaving the mission, and update line managers via Copan once there are changes.

Objective 3: HR department strategy 

  • Provide input and participate in the definition and the implementation of the mission department strategy as required.
  • Support the application of Duty of Care principles in the East Jerusalem office, in accordance with the AAH staff wellbeing and duty of care framework.

Objective 4:  Compliance and other tasks

  • Typing and sending letters on request or as required.
  • Copying and scanning documents as required.
  • Respect the security rules specified in the mission. 
  • Communicate with the security managers of the working location for any security related information or noncompliance with the security plan.
  • Scan and upload documents in the organization’s online HR system and Microsoft teams. 
  • Respond to inquiries from internal and/or external auditors upon request from the finance department
  • Participating in meetings as required
  • Prepare weekly work plan in coordination with priorities and the HR Coordinator.
  • Send HR Monthly reports on time to HR Coordinator.
  • Any duties that are inherent to the position and requested according to the missions’ needs and context.

Do you meet the profile required criteria?
  • Required: BA degree in business administration, HR, or any related field.
  • Basic knowledge of HR Administrative Management.
  • Knowledge of human resources fundamentals and practices in Human resources management (Personnel, staff wellbeing, recruitment, and capacity building).
  • Knowledge and experience in Israeli and Palestinian Labor laws.
  • Minimum 2-years’ experience in HR/Administration related field
  • Experience in a similar role working with international or national INGOs.
  • Motivation and commitment to humanitarian work.
  • Good communication and organizational skills.
  • Excellent verbal and written communication and interpersonal skills.
  • Fluent in reading, writing, and speaking both Arabic and English. 
  • Advanced Windows MS Office user, medium level of MS Excel compulsory, HR management systems, and basic knowledge of Bisan software. 
  • Ability to travel occasionally to the bases (Gaza if permit is granted and West Bank).
  • Valuable prior experience in issues related to the promotion of gender equality or personal commitment to gender equality.
