Action Against Hunger (AAH) in Gaza is transitioning from emergency response programming to more sustainable Water and Sanitation (WASH) interventions, while maintaining critical life-saving emergency activities during the period following the ceasefire.

To support this shift and ensure the timely and effective implementation and supervision of planned WASH activities, AAH needs to expand its teams and strengthen operational capacity.

4 main knowledge/abilities this position requires

  • Technical knowledge and experience in rehabilitation and construction of WASH infrastructure and other construction works activities.
  • Understanding of emergency WASH activities, including water trucking, hygiene kit distribution, solid waste management, desludging, and data collection. 
  • Strong skills in scheduling, coordinating activities, archiving documents, and ensuring tasks are completed on time and according to ACF/AAH procedure.
  • Knowledge of working directly with beneficiaries, community leaders, and local stakeholders and responding appropriately to community needs and concerns. 

Key activities in your role will include

Objective 1: Participate in the identification of needs 

 Tasks

  1. Conduct data collection and registration of IDPs as relevant.
  2. Participate to conduct services, infrastructure (networks) and facilities (e.g. desalination plants) assessments mainly to identify the damage caused by the war and the repairs needed.
  3. Coordinate with daily worker and social workers hired to ensure data collection.
  4. Compile information received and ensured data entry or reporting as relevant on the data collected.
  5. Support the emergency interventions of the organization as per the employee’s abilities.
  6. Support any activity that helps reach our humanitarian goals, as per the employee’s abilities.

Objective 2: Provide WASH items and services delivery

Tasks

  1. Support the WASH team in reviewing technical drawings, BoQs, work plans, and construction methodologies.
  2. Assist with basic surveying, measurements, quantity calculations, and preparation of site records.  
  3. Supervises field construction activities and prepares the required project documentation, progress reports, and related records to ensure work is completed in accordance with project specifications, schedules, quality standards, and safety requirements. 
  4. Monitor the quality of construction materials and workmanship. 
  5. Ensure that construction works comply with relevant technical standards and organizational procedures.
  6. Ensures execution of WASH emergency interventions which can include, but are not limited to: water trucking, SWM, desludging and other construction activities.
  7. Supervises water truckers’ execution and other services, ensuring their compliance with the agreed terms, technical quality, execution on time, and security measures. 
  8. Ensures that the delivery of supplies to community representative for IDP’s camps is in accordance with the required quantity, quality and timing and that he have the knowledge to ACF forms and Kobo tools. 
  9. Water quality monitoring and training on treatment and safe storage.
  10. Coordinates closely with IDP centres, camps and households hosting IDPs or any representative at the distribution points. 
  11. Prepare and follow on progress report, monthly action plans, biweekly cluster and donor report. 
  12. Support in preparation and revision of service delivery notes and reception note. 

Objective 3: Logistical and administrative management of the WASH activities under their charge

 Tasks

  1. Close coordination with transporters and service suppliers.
  2. Archives all means of verification and information (physical and electronic) of the different activities carried out within the project.
  3. Schedule, together with the project's technical team, the weekly execution of activities in coordination with the other technical and support departments.
  4. Delivers the information (physical and electronic) regularly and the latest one week before the end of the execution of its part of the project to the coordinator of the component.

Objective 4: Team Management, Coordination and others

 Tasks

  1. Supervise and provide technical guidance to DWs, ensuring quality implementation of activities, proper task allocation, and adherence to project work plans.
  2. Transmits in a timely manner all the necessary and complete information to guarantee safety in the areas of action.
  3. Prepare and share any incident reports.
  4. Support the implementation of security measures to ensure the safety and security of staff, partners, assets, and beneficiaries.
  5. Ensure field movements and activities are conducted in accordance with approved security procedures.
  6. Review, update and edit documents produced by the team
  7. Provide support to other sectors where appropriate upon request.

Do you meet the profile required criteria?
  • Diploma or degree in a relevant field such as civil, architectural, mechanical engineering or related disciplines is required.  
  • Familiarity with WASH activities, including Water trucking, Solid waste management, Desludging, Hygiene kit distribution, WASH construction projects, Data collection tools and methods.
  • Minimum of 1 year in a similar role, ideally with an NGO or the UN, Experience in WASH interventions is strongly preferred. Private sector experience may also be considered. 
  • Experience in Humanitarian sector an advantage
  • Experience with ACF an advantage
  • Arabic – Fluent
  • English - Intermediate
  • Proficiency with IT systems such as MS Word, Excel, PowerPoint, AutoCAD, Teams, and Outlook for information management and reporting. Knowledge in GIS is considered a plus.
  • National
  • Valuable prior experience in issues related to the promotion of gender equality or personal commitment to gender equality.
