Objective 1: Ensure that all programs activities are implemented within the time frame (according to proposals) in coordination and as agreed with the technical coordinators
- Ensure the efficient and effective project implementation of activities according to the approved strategies, workplan and guidelines set by the organization and funding donors in coordination with project team, consortium and AAH technical coordinators
- Develop and maintain relationships with key Heath/Nutrition/WASH stakeholders at a technical level, including coordination and communication with government authorities, international and local organizations, partners, beneficiaries, and other external actors in the field
- Lead and ensure the implementation of the projects are in line with the approved proposal to achieve the following objectives:
- Strengthening the capacity of Child Development Workers (CDWs); and health and nutrition service delivery in early learning centres
- Strengthening capacity of Alternative Learning System (ALS) Teacher and Learning facilitators; and health and nutrition service delivery in ALS Facilities.
- Strengthening capacities of Barangay Health Center/Station on primary health care services.
- Strengthening provincial and municipal governance for Health, Nutrition and WASH Programming.
- Lead and ensure assigned project have an updated project work plan/Procurement-supply plan/budget forecast on a monthly and as-needed basis integrating all departments’ activities and its dissemination to all department heads.
- Lead and ensure the transparency of the procedures as well as the implementation of Donors guidelines (including the documentation of the transparent decision making)
- Lead and ensure weekly meeting are conducted with all department head and progress and work plans are revised and updated in coordination with head of base
- Lead and ensure compliance with reporting requirement and timely submission of reports according to agreed formats and follow-up the contribution (in-kind) required by programs
- Initiate and support coordination with the local partners capacity building strategy through in coordination of the Head of Base and Technical department
Objective 2: Project Monitoring, Evaluation, Reporting, and Capitalisation
- Lead and ensure the preparation of weekly, monthly and annual planning and updating of progress and achievements in coordination with the project staff Partners, and Capital technical team.
- To ensure the validation and consolidation of all reports from the Health and Education facilities supported in accordance to the monthly APR both Excel and narrative, including annexes required such as SOVs, in coordination with the MLGU.
- To lead and ensure the preparation of donor interim and final reports and other reports as required in coordination with consortium lead,
- Lead capitalization of the project experience and prepare specific written documents in coordination with Action Against Hunger sector Coordinators
- Ensure SOVs are archived and maintain database of photos, videos and other multimedia documents related to the project,
- To ensure the availability of complete project documents and filed in accordance with the Archiving Guidelines
Objective 3: Coordination and Representation
- Develop and maintain relationships with key stakeholders at a technical level, including donors, government authorities, international and local organizations, partners, beneficiaries and other external actors in coordination with Head of Base.
- Actively participate in Health and Nutrition coordination meeting at BARMM level in coordination with the Head of Base and Technical Coordinator
- Ensure close coordination with the stakeholders to ensure cohesion with the overall design and strategy of the project.
- Disseminate relevant project information to the technical teams at Capital and Base level as necessary
- Actively search for local capacities with potential to give and add value to the project (NGO, institutions, universities, etc.)
- Any other task required to achieve the project objective or fall within the mandate of Action Against Hunger.
Objective 4: Managing of project/program-specific Admin, HR, and Logistics matters
- Contribute to building and maintaining institutional and human resource technical capacities and competencies (e.g. coaching, mentoring, training)
- Provide inputs to manage staff performance including providing inputs to regular performance evaluation of the technical staff.
- Participate in recruitment of the required technical Health and Nutrition capacity building consultants in coordination with sector coordinators, HR Manager.
- Support relevant HR processes, e.g. development and review of job descriptions, recruitment and onboarding processes.
- Support in improving administrative and finance process that can facilitate effective and efficient program implementation
- Contribute to analyzing and addressing logistical needs and bottlenecks that affect program implementation.
Objective 5: Safety and security
- Support Head of Base and technical team to assess and follow up the humanitarian needs situation and support in defining possible project proposals if needed.
- Adhere to the Mission Reporting system and submit the reports requested on-time
- Respect the Security rules of Action Against Hunger and coordinate with Security officer for any security issues relating to work
- Report any security or other incidents in the field that may interrupt project activities directly to Head of Base/Base Security Officer
- Ensure the respect and compliance of the mission security rules by the team
