Head of the Human resources management of the mission, coordinating and leading the mission HR team in the capital and the bases. In charge of assuring the human resources procedures of the mission according to ACF-Spain rules and the local laws.
Objective 1: Ensures the mission implements comprehensive HR policies and procedures and remains compliant with local labour laws and Action Against Hunger guidelines.
Process XXXX Tasks: PRXX01 HR
- Prepares the Mission HR strategy to achieve the mission objectives, in coordination with Madrid Office and under the supervision of the Country Director and communicate to the team.
- Maintains Internal Regulations up to date, reviews the document periodically, in case of any modification that should be implemented.
- Supports the Country Director and other supervisors whenever staff management issues require informal or formal action, ensuring each case is appropriately documented (incl. FBM and implementation of protocol against harassment).
- Serves as the mission’s focal point for all HR issues
- Liaises with other NGOs working in country to compare policies and establish best practices.
Objective 2: Ensures HR administration is accurately maintained as per Action Against Hunger and local regulations, Personnel files, employment contracts and organisational chart in the HRIS
Process XXXX Tasks:
- Ensures complete and up-to-date personnel files are maintained for all locally hired staff in the HRIS.
- Ensures all staff has valid employment contracts and updated job descriptions.
- Keeps the country organizational chart up-to-date.
- Facilitates the arrival and departure of expats into and out of the country including ensuring VISA, travel arrangement, etc.…, are managed in a timely manner
- Supervises the travel and visa arrangements
Objective 3: Human Resources and Team Management
Process XXXX Tasks: PRRH04 RRHH
- Empower and capacitate HR team in capital and bases as per mission needs
- Supervise the HR Manager in Port Sudan
- Ensure that financial and nonfinancial benefits are following the Sudanese labour laws and AAH guidance
- Lead the implementation of the compensation model in the mission in collaboration with the Finance/Administrative Coordinator and Country Director
- Conduct the yearly appraisal of the HR Manager in Port Sudan as a direct Manager and the HR support HR manager in appraisal of HR Officers in capital and bases functionally.
- Ensure timely revision of the salary scale based on the benchmarking and observe the mission market survey study as relevant in the HR processes
- Lead quarterly Remuneration Committee (with CD, HoB, FinCo and HQ). 4
- Build the capacity of the HR team as needed
Objective 4: Training Plan
Process XXXX Tasks:
- Lead the mission training plan in collaboration with the Finance Coordinator and the Country Director.
Objective 5: Supports the mission’s recruitment of national and expatriate staff
Process XXXX Tasks:
- Control recruitment across mission ensuring compliance with Sudanese labour law and AAH requirements.
- Implements standard and best practice recruitment procedures for all locally hired staff.
- Lead the implementation of the decentralization of expat recruitment.
- Lead the employer branding project, with support of HQ and CD.
- Prepare and up-date the annual HR forecasting plan.
Objective 6: Communicates HR matters both internally (within the mission) and externally (to Madrid HQ)
Process XXXX Tasks:
- Ensures all expat documentation is complete: Contracts Return Forms, insurance forms, Performance Appraisals, Time Sheets, among other. Works closely with the HR Manager in Madrid to ensure that missing documentation are identified and addressed.
- Delivers an HR briefing to all new staff, both locally hired and expats. Ensures that briefing and debriefing schedules are prepared for all staff, as well as preparing country ‘Welcome Packs’.
- Consults with the local legal representation on all matters pertaining to local employment contracts, disciplinary actions and matters in which Action Against Hunger may have legal or financial responsibilities.
- Respond to internal and external HR related enquiries or requests and provide assistance, including internal and/or external audits.
We offer immediate incorporation to a dynamic international network with the following remuneration package:
- Formal work contract: 12 months renewable.
- Base: Port Sudan (Sudan)
- Salary: according to Action Against Hunger salary scale and to candidate’s previous experience.
